PUBLIC WORKS COMMITTEE
MAY 13, 2002 5:00 P.M.

Gay Easton introduced David Siljestrom, who was recently appointed to the Public Works
Committee. Gay also introduced Dyanne Shaffer, who is the Billings Agency Sales Manager
for Greyhound Lines.
Parks and clubs
Gay Easton, Mark Mace, and Ed Steffans are reviewing the issues and needs of the parks and
clubs.
YMCA - Hockev Park: Cit, of Laurel and YMCA
The YMCA is proposing to build a hockey park next to the soccer field at Fir Avenue and
Maryland Lane. No one attended the meeting to present any additional information.
Rates and fees - Riverside Park
The rates and fees for camping at Riverside Park are currently $10 for a hookup without water
and $12 for a hookup with water. The City of Laurel is the only city in Montana that owns a
park of this type. The State of Montana or the federal government owns all other parks. The
Public Works Department proposed increasing the rates to $13 for a hookup without water,
and $15 for a hookup with water.
The committee discussed the issue at length. The discussion included proposing higher rates
than those suggested by the Public Works Department, implementing a specific fee for tent
campers, and the need for continued maintenance and development to make the camping area
inviting.
Motion by Bill Staudinger to approve the recommendation of the Public Works Department to
raise the daily rates and fees at Riverside Park to $13 for a hookup without water and $15 for
a hookup with water, seconded by David Siljestrom Motion carried, with Marvin Carter
voting nay.

Motion by Bill Staudinger to recommend a fee of $10 per day for tent campers with no
hookups, seconded by Marvin Carter. Motion carried.
Ea~,les harking lot - bus location
Bill Staudinger presented a diagram of a proposal for the bus stop. The proposed bus stop
would be located on the south side of Main Street, and a pedestrian crosswalk would be
located at the corner of Main Street and Third Avenue. The committee discussed the
proposal, and Gay suggested that Greyhound Lines should review the proposed design and
return to the next Public Works Committee meeting with any recommendations. Dyanne
Shaft'er, the Greyhound Lines Agency Sales Manager in Billings, agreed to do so.
Curb, gutter, and sidewalk installation and paving of the Eagles parking lot is scheduled to
begin on Tuesday, May 14th. There will be eighty parking spaces in the lot, and the Building
Department approved the work.
R.D.O. - accept bid for backhoe
The City of Laurel advertised for bids for a new backhoe to replace a 1985 Case and a 1971
John Deem The units are worn out and the controls are loose and dangerous to be around
when digging. Two units were offered for trade-in, and there is still a backup unit at the
cemetery.
The following bids were received: Tractor and Equipment Company bid $67,112 for a
Caterpillar 420D; Western Plain Machinery bid $58,695 for a Case 580M; and R.D.O.
Equipment bid $57,667 for a John Deere 310SG
The Public Works Department recommended the purchase of the John Deere unit from
RD.O. Equipment. This was the low bid and matches the unit that is currently used at the
cemetery.
Motion by Marvin Carter to accept the low bid of $57,667 from R.D.O. Equipment for a John
Deere 310SG, seconded by Bill Staudinger. Motion carded.
Unscheduled matters
Matt Legard, 2614 Topeka Drive, asked the committee to adjust his sewer charges. A water
leak under his trailer home caused the high sewer charges, but the water did not go through
the sewer system. Gay told Mr. Legard to talk to Jeanette regarding the specifics and bring
the matter back to the Public Works Committee at the June l0th meeting.
Mark Mace received a $700 bill from the American Legion Baseball organization for paint,
brushes, and rollers used to paint the building at the baseball field. In the past, the city has
reimbursed the organizations for paint and supplies.

There was discussion regarding the costs of electricity, water, and maintenance at the various
fields. The city pays for these costs, and the Public Works Department now controls all city
parks.
Marv Carter stated that a five to six-foot drop off at the corner of Main Street and Sixth
Avenue needed to be repaired.
Ed Steffans asked if Jeanette Koch could adjust sewer charges for customers who have a
problem with a water leak. Gay stated that the current ordinance requires the issue to be
brought before this committee. The proposed rules and regulations will address the issue
further.
The meeting was adjourned at 5:58 p.m.
