The minutes of the April 4, 2002 meeting were reviewed and accepted as written.
TEMPORARY USE PERMIT - TYE ROY - THE GOURMET GRIND COFFEE KIOSK
A temporary use permit has been requested by Tye Roy for a coffee kiosk to be located at 216 1st
Avenue South. The kiosk will be located between Howard Johnson and the Locomotive Restaurant and
Casino. The entrance and exit will be paved. Landscaping will consist of railroad tie flowerbeds,
whiskey barrels filled with flowers, and some rock.
The application was reviewed by the Public Works Department and met all of the required standards as
listed in the L.M.C.
Cai recommends approval subject to a $1500 money order or cashiers check being posted to the City.
A discussion by held by the board.
Motion by Tom Robertus, seconded by Betty Hart to recommend approval of the coffee kiosk at 216 1st
Avenue South, subject to a $1500 money order or cashiers check being posted to the City of Laurel.
Motion carried 5-1 with Laurel Haggart voting ~'No".
PROPOSED COMMUNITY ENTRYWAY ZONING DISTRICT
Cai passed out the proposed Community Entryway Zoning District Ordinance. A public hearing is
scheduled for the June 6, 2002 Planning Board meeting.
PRELIMINARY BUDGET
The preliminary budget for the City-County Planning was passed out and reviewed.
DRAFT - CITY OF LAUREL SIGN CODE
Cal informed the board that the Public Works Department has drafted up the proposed City of Laurel
Sign Code. This is a draft at this time as the Public Works Department is still reviewing it. Cai pointed
out that some of the sections of the sign code make reference to the new proposed Community Entryway
zoning district.
Jerry Shay announced that he had received a letter from the MDT regarding the letter he had sent
regarding the proposed reconstruction of Highway 212 between Rockvale and Laurel. The City also
received an information pamphlet regarding the proposed project.
The meeting was adjourned at 7:45 pm.

Dear Board Members:
Attached is the proposed site plan for locating my new busines& 7~e ~p~r~g~- ~r£~, and
the Temporary Use Permit application.
My business will be a freestanding, drive-up coffee kiosk, which will produce and sell specialty
coffee drinks. Frank Pelican has agreed to allow me to locate my first kiosk on his lots
between the Howard Johnson Inn and the Locomotive Casino and Restaurant. He has been
very gracious in allowing me this oppommity, as he knows how excited I am to start my own
business here in my own community.
The site plan I have provided involves re-working some of the existing landscaping between
the two lots to allow for my building and a driveway on each side. My plan is to remove the
landscaping between parking spaces 1,2, & 3 of the Casino and spaces 7,8, & 9 of the Inn.
Since I am eliminating 6 spaces, we will add an additional 6 spaces in the rear of the casino.
Any landscaping that will be removed for the driveways will be worked in on the North and
South sides of the kiosk to provide for a more welcome driveway and to keep the area neat,
clean, and beautiful, as it now looks. I will add addkional flower barrels on each end to
brighten up the area as well.
The current landscaping strip between the two lots is approximately 14 feet across. My
building will only be 8 feet wide and 10 or 12 feet in length. Therefore, once the building is in
place and the landscaping is complete there will be adequate space for 4 or 5 cars to be in line
for coffee and they will not interrupt any incoming or outgoing traffic from either the Casino or
the Hotel. I also believe that by adding the two driveways this will provide for an easier flow
oftraffc between the two business's, will open up the 12 parking spaces located on the north
side of the Casino for more parking as the front lot fills, and will remove several "sketchy"
parking spaces in the Casino from which cars have to back out into the right of way to leave the
lot. It will also provide another convenient service to any visitors staying in the Hotel.
My initial plans are to have my business open from 5:30 am to 3:30 pm each day. Frank and I
have worked this out so I won't interfere with the busiest part of his day, the early evening and
night. More than 90% of my business will be done before noon each day, so Frank and I don't
feel I will have any negative impact on the current traffic flows or parking.
I believe my business will provide some much needed competition in the market, as there is
only one drive-up coffee kiosk within approximately 8-10 miles and the 1999 traffic counts
more than support the addition of another kiosk. As mentioned earlier, I am extremely excited
to open a business in my hometown and to become a more active member of the community.

Standards:
a.
Two (2) signs not to exceed thirty-two (132) square feet in area and eight (8) feet in height
shall be allowed, excluding A-frame signs, and shall be removed along with the
tempora.ry use when the approved time limit or temporary use/structure permit has
expired.
The temporal, use must provide sufficient space to accommodate the structure and o~'f-
street parking for customer and use-related vehicles. The parking area. driving lanes, and
e~ess/ingress shall be paved, and the site shall be approved by the City Engineer if
within the municipal limits of Laurel or by the County, Office of Public Works if located
outside of Laurel but xvithin its one (1) mile zoning jurisdiction.

d. Access to public right-of*way shall be approved by the City Engineer if within the
mmzicipal limits of Laurel or by the Count)' OI~ice of Public Works if outside of LaureI
but within its one (1) mile jurisdiction.
e. Application for a temporary use/structure permit shall be made at the CiW. Public Works
Department to the Planning Board at least one (1) l~tonth ahead of the Planning Board's
regularly scheduled meeting date accompanied by a one hundred doll ($100) application
review fee.
Permit required:
Before any Group 2 or Group 3 Temporary. Use or Structure is established the property
owner shall obtain a temporary use/structure permit, as delineated above. In addition, the
property owner shall post a fifteen hundred dollar ($1500) money order or caahiers check
with the City of Laurel to ensure timely removal of the use and/or structure.
A copy of this site plan showing the above referenced requirements must accompany this
application.
