The Budget/Finance Committee meeting was called to order by Chairman Ken Olson, at
7:04 p.m., to discuss the following preliminary budgets:
Airport Authority
Water Plant
Water System
John Smith, Chairman of the Airport Authority, presented photos from 1986 to present
of the airport, showing the changes that have taken place over the last few years, and
gave some history. So far, $1,912,000 of improvements have been completed, with
another project beginning soon. John presented information on a Super Unicom, which is
an instrument for wind direction and other readings for pilot information. He then
reviewed the budget. John also mentioned that JTL won an award for the recently
completed runway, and then he reviewed the next project, AIP-08. The Airport Authority
is in the process of developing a web page, and have also hired an employee for snow
removal. The Airport Re-dedication is scheduled for June 8t~.
Larry presented the Water Plant budget. He would like to order the facility plan this
year in order to be in proper timing with the grants cycle. A new pickup has been
requested for $14,500. The water intake project is estimated at $1.2 million and the city
will use the WRDA grant of $400,000 first. HKM has been contracted for the design
engineering.
The Water System budget was reviewed by Larry. Major projects include water main
replacement program for $250,000/year, and Larry would like to begin the engineering
on this program soon. Also included is $480,000 for a radio meter reading system.
Water revenues will be relatively the same as last year, with no rate increases computed
at this time. The only additional revenue anticipated is the WRDA $400,000 grant.
Discussion then followed regarding the need for a meeting to discuss revenues. This
meeting will be held Tuesday, May 14t~ at 7:00 p.m.

The meeting adjourned at 9:06 p.m. The next Budget work session will be Wednesday,
May Ia at 7:00 p.m. All remaining budgets will be reviewed, and the meeting on May 8t~
has been cancelled.
