BUDGET/FINANCE COMMITTEE
APRIL 17, 2002 7:00 P.M.

The Budget/Finance Committee meeting was called to order by acting Chairman Bud
Johnson at 7:03 p.m., to discuss the following Preliminary budgets:
Ambulance
Police Department
Animal Control
Drag Forfeiture Fund
FAP Complex
Communications (Dispatch)
9-1-1 Fund
The Ambulance budget was presented by Ambulance Director Jan Faught. An increase
was proposed in the hourly rate for the more experienced attendants. Discussion was
held regarding the feasibility of moving the Ambulance to an enterprise fund or an
ambulance district. Discussion was also held regarding getting a new cab and chassis and
using the box from Care 2, rather than purchasing a whole new ambulance. Also
discussed was the need for better communications between all emergency services,
perhaps in the form of a repeater station.
Chief Musson presented the Police Department budget. No additional FTE's are
requested at this time. The major changes include a second CJIN terminal for training
and certification, and a new police car.
The Communications budget was reviewed. Rick is requesting one additional FTE
which results from filling the position of Communications Officer II.
The need for a kennel facility was discussed at length during the Animal Control budget.
Rick stated that Billings has not billed Laurel for dog boarding since 8/99. That situation
has changed, and the city can expect this cost to resume, so the budget reflects this.
The budgets for FAP, 9-1-1 Fund, and Drug Forfeiture Fund were distributed, but not
reviewed at this time. There were few, if any, changes. Also included was a capital
outlay request form for video arraignment through the Capital Projects Fund. Rick has
scheduled a presentation on this subject for a future council work shop.

The meeting adjourned at 8:38 p.m. The next budget work sessions will be on
Wednesday, April 24t~ and May 1st at 7:00 p.m.
