1. Public comment
No public comment on items not on agenda.
2. Pool items:
Brief review of costs for items to be fixed before the pool could be considered to open this summer.
Kurt was able to get a revised quote on the pump and ladders from Watco Pools, with the prices being
stripped down of all activities that the city employees could do to save on expenses. The installed pump
price stayed the same at$14,000, but the ladders pricing came down to$1,200/ladder,estimating
$3,000. Again, the pump costs were not in the pool budget process since it broke down mid summer ad
the budget was created in March. Totaling$17,000 in expenses to open. In the budget was$14,000 for
shade and other improvements. Kurt will talk with Shirley and Heidi at the city to see if these
purchases could be waved if a pump needs to be purchased instead. He will report back before the
February 5 meeting.
YMCA costs$15,000/month to run the pool and it is open daily.
LuAnne will call Levi Grosskop and Fay Wood regarding their interest in the Pool Committee.
Chuck suggested that we need a time table for the Pool Committee to complete the pool
project. If they form this committee, then a Master plan should be created and progress reports given
to the Park Board monthly.
Kurt found the Montana state law regarding age at the pools:37.115.1402 General Pool sign
Requirements(3)(d)states"Nonswimmers and children under age 14 shall not use the pool without a
responsible adult in attendance". The YMCA installed the swim test to determine who was considered a
nonswimmer.
3. Riverside Park leases:
City staff are currently working with the Little League and Laurel Dodgers teams on lease terms. This
allows the Park board to focus on Riverside park leases and suggested terms for Chamber of commerce
building. Attached will be terms of leases to be discussed at the Feb 5th meeting. These would be a
counter offer to the LRC& LRGC as well as suggested terms for Jaycees and Chamber.
4. Park Board's authority:
Bruce looked up the park boards authority per Montana state law. Per Montana State law code
7-16-4223, "lands shall not be leased for a longer term at any one time than 5 years and not for a longer
time than 1 year without the concurrence of two-thirds of the entire board of park commissioners." The
park board can recommend to city council lease terms, but not for longer than 5 years. This have to be a
change to#2 of the lease proposal by LRC and LRGC requested 99 year lease.
There was an email on Oct. 2,2014 from city attorney,Sam Painter,to the mayor and CAO
suggesting the city staff should negotiate leases on park lands. Since city staff are currently negotiating
with the baseball teams, the Park Board will continue talking with the Jaycees and LRC and LRGC to
works on terms.
Accomplishments:
• Held Parks workshop and discussed leases and pool issues at length. Thank you for attending
and giving input.
• Contacted citizens interested in helping the city with the pool project. Meeting for possible Pool
Committee to be on Monday,January 26 at 5:30pm.
Adjourn at 7:30pm
Gretchen Paulson
Park Board member

Suggested terms for the Jaycees continued use of Riverside park:

"Every 3 years repair flooring by doing a high clean, stain and then polyurethane."
Suggested terms for Chamber lease:
