Baby Pool.
Since the baby pool is not connected to the chlorine system of the pool, it will be necessary to have
hourly monitoring to ensure that a 1.5% chlorine level is maintained. Last year the pool was
chlorinated each morning and noon by mixing a chlorine solution and pouring it in the pool. It
takes a period of time for the solution to mix with the pool water. The state is aware that we do not
have a method to provide constant chlorine levels. Improper chlorine levels drastically increase the
risk of a child contracting the Hepatitis B virus.
The committee discussed the possibility of closing the baby pool. Gay stated that Lar~ should use
his discretion regarding closing the baby pool for safety issues.
Swimming lessons during the season.
Numerous complaints have been received from parents who feel that their child does not receive
enough attention, receives too much attention, or is not being taught properly. One suggestion
would be to require a parent, guardian or adult to be in attendance in the pool with the child during
the swimming lesson. One instructor would be provided.
The operating regulations for the swimming pool will be available soon. The regulations will
include the monitoring of the chlorine level in the baby pool.
Boulevard trees in the business district.
Steven Kops, owner of Main Street EFX Photography, recently expressed concern regarding a tree
that has pushed up the sidewalk in front of his property.
Boulevard trees in the business district have grown to a size where they are becoming a problem.
The Laurel Chamber of Commerce planted trees in the business district of Laurel many years ago as
part of the Laurel Beautification Projects. The Chamber recently stated that they would like to
relinquish the right to all of the trees planted in the business district of Laurel and would like the
city to handle any further matters regarding the trees.
The trees have pushed up the sidewalk around most of them. Because the trees have pushed the
sidewalk up around the base, we will be asked to correct the problem. If the City of Laurel were to

take over this tree work, it would have to be contracted out. Several other cities that have trees
planted in the boulevard hold the property owners responsible for the trees, as well as the
replacement of curb, gutter and sidewalk.
The Public Works Department recommended notifying the Chamber of Commerce of this
responsibility so that they can notify their membership. The removal or replanting of trees and the
replacement of curbs, gutter and sidewalks in the business district will be of concern for the Laurel
Revitalization efforts as they work to improve the district.
The committee discussed allowing only specific trees to be planted in the downtown district
boulevards in order to prevent the problem fi-om recurring.
The request from Steve Kops will be on hold until the Chamber of Commerce decides on a policy
for the trees. Gay stated that maintenance of the curb, gutter and sidewalk is the responsibility of
the property owner.
Lights at Legion Field.
Joe Meyer, President of the Legion Board, recently informed Mark Mace that the Legion would like
to install a light upgrade at the field in three or four weeks. Larry emphasized the need for the
Legion to keep their equipment within their ball field so the sprinkler system in the park is not
damaged. Gay asked Mark to inform Mr. Meyer to contact Larry regarding the details of this
project. Larry will check some of the lights to see if they were properly grouted.
Diagonal parking on First Avenue~ Montana Avenue~ Colorado Avenue~ Second Avenue.
The committee engaged in a lengthy discussion regarding the pros and cons of implementing
diagonal parking. Traffic safety is opposed to this because of safety records.
Gay Easton stated that diagonal parking was used on First Avenue years ago, and traffic has tripled
on that street since then. Gay strongly urged that a study should be done before changing to
diagonal parking.
Gary Temple stated that there is a definite need for additional parking in the downtown area. He
expressed concern about the speed of the traffic on Main Street and First Avenue and suggested that
diagonal parking would slow the traffic.
Cal Cumin suggested implementing diagonal parking on Montana Avenue and stated that a study
should be completed before changing the parking on First Avenue.
Motion by Gary Temple to implement diagonal parking on a trial basis on First Avenue and
Montana Avenue based on studies by Cal Cumin, seconded by Mark Mace.
The committee further discussed the length of the trial basis and the need for curbing, striping and
signage. It was suggested that the trial basis would be assessed at six-month intervals. Gay
expressed concern about changing the parking on several streets at the same time and suggested that
the diagonal parking should start on Montana Avenue.

Motion by Gap? Temple to amend his motion to implement diagonal parking on a trial basis on First
Avenue, Colorado Avenue and Montana Avenue, subject to studies by Cai Cumin and the Laurel
Revitalization League and the cooperation of the business and property owners, seconded by Mark
Mace. Motion carried.
Cai stated that we could proceed with diagonal parking on Montana Avenue and Colorado Avenue
but First Avenue would require a detailed study to be completed.
A vote was taken on the amended motion. Motion carried, with John Oakes voting nay.
Curb obstructions on Casa Linda Circle.
Bids have been received from Concrete R Us to remove the curb obstructions and rebuild the drive
approaches. The individual cost bid versus the cost per group bid reflects a savings of $570.00 with
the group bid. The bid does not reflect the city's costs to administer this correction.
The committee had a lengthy discussion regarding providing financing of projects for residents who
are unable to bring their property up to code. The city needs to decide if it is willing to bear the
costs of citizens obstructing or altering city-owned property for their use. If the property owners do
not correct the drive approaches and the city does so, the costs could be applied to the taxes over a
period of three years and an administration fee would be charged.
Motion by Gary Temple to recommend that the Public Works Department send a letter to each Casa
Linda resident that itemizes the cost and sav/ngs of the project and specifies the time limit to
participate in or opt out of the joint project, seconded by Mark Mace. Motion carded.
Fences.
Additional fencing and gates need to be installed at Firemen's Park, the container site and the city
shops. The lease agreement with MRL requires the installation of additional fencing at Firemen's
Park and at the city shop storage area. The estimate from Grand Fence Company for the fencing at
Firemen's Park is $4,229.71. The estimate fi.om Grand Fence Company for additional fencing and
a double gate at the container site was $12,833.46. Additional fencing and two 20-feet wide double
gates for the property south of the city shops would be $10,798.60. The fencing costs will go
through the Budget/Finance Committee.
Old asphalt piles.
In the past, the Public Works Director had the crews pile asphalt that was removed throughout the
city in the public right of way of 8th Avenue. The asphalt was buried in or disposed of in various
ways. The crews are presently going through the pile with a backhoe to separate it.
Eagle Services out of Roundup has been contacted to grind the material so that it can be reused.
They charge $2.00 per yard if our crew loads it into the machine. This work will occur in the next
couple of weeks. In the future, the asphalt will be separated when it is removed from the surface
and will be stored properly within our storage area.

Street sweeoin~.
The City of Laurel has only done street sweeping within the business district in the past, but a
citywide street sweeping program will be starred in the spring. The program will require a
substantial dedication of manpower as it will require a loader and dump truck to clean the curbs in
many areas of town. We will also be able to clean under the trees that have low hanging branches.
The trees should be cut to a height of 14 feet above the streets. Since this has never been required
by the city, we need to decide if we will do the trimming the first time or if we will begin ordering
property owners to cut the trees.
Estimates for tree trimming were received from Magnus Tree Service and Trees on the Move.
Magnus Tree Service checked six streets on the south side and counted 224 trees that hang below 14
feet. He would charge $80.00 per tree, for a total of $17,920.00 for the 224 trees. He would require
a three-year commitment from the city, as he would need to purchase additional equipment and hire
more manpower. The estimate does not include trees that need to be removed or clearing around
stop signs and streetlights. Trees on the Move would charge $500 per block, costing about $87,000
for 175 blocks, and a three-year contract would be required.
Larry stated that Public Works would have the Code Enforcement Inspectors begin writing orders
for property owners to trim trees.
UNSCHEDULED MATTERS.
Garbage cans and lighting in alleys.
There has been misuse of some garbage cans in the downtown area. Gay suggested that the lighting
in the downtown alleys should be improved through the Lighting District.
Letter of complaint from Belle Smith.
Jeanette distributed a letter from Belle Smith, 1009 West 12th Street, regarding high water usage.
She wanted the committee to know that she paid her bill in protest. Our serviceman went to the
residence on a service call on February 17th and was unable to detect a leak at that time but felt that
the problem could have been caused by a dye bottle getting hung up on the toilet float. A new
meter was installed on March 8~h,
Street sweeoina.
Bill Staudinger questioned why the street sweeper is being used during the day when the posted
signs give specific hours for street sweeping. Larry explained that the street sweeping schedule
does not start until April, but the nice weather has allowed them to keep the gravel cleaned up.
Soccer.
Mark mentioned that the school board's recent decision to allow soccer in the school would put
increased pressure on the use of the parks.

Chuck was recently informed that federal funding is available for soccer programs, but it was not
known whether the city would qualify for the grant money.
Washington and Wyoming Avenues.
Thomae Lumber has stated that the ordinance allows them to use Washington and Wyoming
Avenues as a loading zone and they are not willing to upgrade the street. An ordinance would be
necessary to rescind the present loading zone ordinance.
Oil distribution equipment.
The oil distribution equipment at the shop has been leased for the past two years. Quaker State Oil
recently pulled their contracts, so the contract would be changed to A-1 Distributing of Billings.
We owe $1,500 to $2,000 on the equipment, and Larry suggested that the city should purchase the
equipment and then decide where to purchase the oil.
Avenue proiect.
We are negotiating with Montana Rail Link on the 5* Avenue project. Their cost to install the
rubber service was $46,305, and Larry stated that it should be about $32,000. He told them to
forget the rubber service, to leave the crossing arms where they are at, and we will jog the road just
like it is now. The city will put in a new road, but MRL can do whatever they want to do with the
crossing.

Dear Larry:
Enclosed you will find a copy a letter to Steven Kops of Main St. EFX Photography
Studio. Recently Steven approached the Chamber about getting permission to cut down
the tree outside of his business since the roots of the tree are ruining the sidewalk and the
entrance into his building. Steven told the Chamber that the trees belonged to the
Chamber since they were planted many years ago as a project of the Chamber.
The Laurel Chamber Board of Directors would like to relinquish the right to all of the
trees planted in the business district of Laurel. They would also like the City to handle
any further matters on the trees.

the Laurel Beautification Projects.
Thank you for also bringing it to our attention that the roots of the tree in front of your
place of business are causing damage to the sidewalk as well as to the business structure.
If the City of Laurel does not have a problem with the removal. of the tree; then
permission is granted by the Laurel Chamber of Commerce for you to do whatever you
would like in this matter. Permission is also granted for you to not have to replant a tree
in the area.
