COUNCIL CHAMBERS MEMBERS PRESENT: Dan Dart, Lauren Van Roekel, Ken Olson (6:40), Charlie Pratt, Police Chief Musson, Fire Chief Ruff (6:30) and Ambulance Director Jan Faught Ambulance Service Jan reported that there has been no response back from Wheeled Coach or from Ford Motor Company regarding bills accrued with fixing Care 1. Wheeled Coach has indicated that the Sway Bar that was not used on Care 1 has not been sent back to them for credit. Jan said that legislation passed by the 2001 Montana State Legislature did not pertain to ambulance districts, but instead pertained to subscription service. Basically, residents pay a base rate of $39.00 per household per year for ambulance service. Non-subscribers would pay a base rate if they request ambulance services. Revenue generated through the subscription service comes into the General Fund. Revenue appropriations back to the ambulance service is lefr to the discretion of that local government. Jan is going to contact Whitefish and will have information to share with the committee at the next meeting. Dan read a recent letter from the Laurel Volunteer Ambulance to Mayor Johnson regarding a reimbursement of attendants for their EMT class after 1 year 0f service. It was noted that the city reimbursed the cost of the course (up to $250.00) but not the cost 0fthe book that accompanies the course. The letter also asked that Aaron Harris and Duane Rehling be reimbursed as they were informed that the city would reimburse their training. The Budget & Finance Committee concurred with the ambulance committee on March 5, 1996 that "training fees for each new trainee which is about $290.00 for each person" should be reimbursed. "Usually the trainee is reimbursed after being an attendant for 1 year, but most of the trainees do not have the "up front" money to pay for the training". The Emergency Services Committee agreed that the attendants should be reimbursed and recommends that the matter be forwarded to the City Council in resolution form. Police Department Rick said that he will give presentations regarding video arraignment and parameters of our relationship with the DEA through the HIDTA program at the May 14, 2002 City Council work session. Rick told the committee that the new grant application for the 2002-2003 SRO program has been received. They will begin work on it in the very near future. Fire Department Tercy said that the Airport has been sent a revised rate proposal and the Yellowstone Boys and Girls Ranch was also sent a proposal. Roundtable Discussion The committee discussed the 9 P.M. siren. It was the consensus of the committee that ample public notice and public forum be offered before making any decision to discontinue the 9 P.M. siren. Several vehicles were suggested as to how to best disseminate information to the public. Respectfully submitted, Dan Dart
