The city's building department certification is governed by the State of Montana. A local building department is required to meet certain credentials and is audited annually to retain its local jurisdiction. If Laurel were not a local certified jurisdiction, we would revert back to the state's coverage. Since the state is exempt from inspecting residential buildings, all plan reviews, zoning, and inspections for fire prevention, construction, structural, and health and safety would not be completed for residential buildings. The state would inspect commercial projects, but the turnaround time would be a month or longer. State inspections would happen infrequently, causing commercial building projects to be held up. Certified local building departments are required to adopt the codes that are adopted by the State of Montana. In the past, an administrative rule change or an updated code change was adopted by ordinance. The State Building Department recently moved from the Department of Commerce to the Department of Labor and Industries. With that move, many administrative rules have been renumbered and there are amendments to building codes. The State is in the process of adopting the International Building Codes to replace the Uniform Building Codes. Because of these changes, many ordinances would need to be adopted in order to retain certification for the city's building department. The state has recently approved an administrative rule that permits the local jurisdiction to adopt an ordinance that would allow changes by administrative order. Ordinance No. 002-29 would allow the City of Laurel to adopt required building codes by administrative order. Matt Erekson stated that the documentation was handed out at a council workshop. Matt intended to handle the matter when he addressed chapter 15 of the code book. Because of certification processes that he did not fully understand, it needed to be presented tonight in order to stay certified for this process. A motion is necessary to place the item on the agenda under unscheduled matters, and then another motion is needed to adopt the ordinance on the first reading. The public hearing and second reading will then be scheduled. Mayor Johnson explained that this is not the normal process. Due to the situation, he asked that the ordinance be placed on the agenda under unscheduled matters. Barron Parks and Michael Sanderson, from Engineering, Inc. attended the meeting. Barron distributed copies of the Engineer's Estimate of Probable Cost for the Main Street project to City Council Committee of the Whole minutes of April 16, 2002 provide curb and gutter replacement and to replace existing sidewalk on the north side of Main Street. An estimate was presented for the project from 1~` Avenue to 4~' Avenue, and another was presented for the project from 1~` Avenue to 3`d Avenue. The City of Laurel has received a grant of $189,000 from the Department of Transportation for this project. Copies of the estimates aze attached to these minutes.
