Minutes of the Yellowstone County Air Pollution Control Board
meeting held March 12, 2002 at the Yellowstone County Air Pollution
Control Office.
Members Present: Mr. L.D. Collins, Mr. Jack Johnson, Mr. Wade Steinmetz, Ms.
Michele Reed, Mr. Bill Shikany, and Mr. Rich Schilf.
Others Present: Mr. Steve Duganz, Mr. Russell Boschee
Chairman L.D. Collins called the meeting to order at 7:30 P.M. Mr. Steinmetz moved to
accept the minutes of the February 12th meeting as written. Ms. Reed seconded, and the
motion passed.
Concerning February's Industrial Compliance, Mr. Duganz said he inspected Darcona, a
small plastic manufacturing firm on Foote Street, after receiving an odor complaint. He
noted no enforcement action was taken.
Concerning February's administration, Mr. Duganz said our agency's budget is in good
shape, and we have received the second quarter funding from the State of Montana and
the EPA. Also, the yearly funding from the City of Laurel has been received. He
included an updated list of Board members, affiliation, and expiration dates. He noted
the County Commissioners received the Board's letter regarding our agency's office
space, but no Commissioners attended the meeting. He said the EPA will designate the
City of Billings attainment for carbon monoxide on April 22nd. He noted this has been
fifteen years in the making.
Regarding February's meetings, Mr. Duganz said the final public meeting concerning our
regulations was held in Laurel. He noted all relevant information has been sent to Helena
for adoption by the Board of Environmental Review in June.
Concerning February's Air Quality, Mr. Duganz said our agency has issued about 200
permits this year, but he expects our Spring rush when the weather improves.
Chairman L.D. Collins adjourned the meeting at 8:05 P.M.

Activity Report for the month of March 2002 for submittal to the
Yellowstone County Air Pollution Control Board on April 9, 2002.
1. INDUSTRIAL COMPLIANCE
A. R.L. Schaff Concrete in Shepherd was inspected while loading out a truck
and no visible emissions were noted. Last year, they produced over
28,000 yards of concrete.
II. ADMINISTRATION
A. With 75% of the fiscal year over, we have expended approximately 69%
of our budgeted funds.
B. An individual on the west end of Billings was notified that his wood-
burning appliance was irritating his neighbors.
C. An interview was granted to KSVI television that is about to begin a local
news broadcast. The interview was about air quality in general.
D. There has been no further word from the County Commissioners about
their wishing us to move to the Courthouse.
E. The EPA did not receive any comments regarding the carbon monoxide
redesignation request, so as of April 22nd, Billings will be in attainment for
all pollutants.
III. AIR QUALITY
A. During the month of March, 276 open burning permits were issued.
