EMERGENCY SERVICES COMMITTEE
FEBRUARY 25, 2002 5:30 P.M.

Members Present: Dan Dart, Ken Olson, Lauren Van Roekel, Jack Gabrian,
Ambulance Director Jan Faught and Police Chief Rick Musson

Ambulance
Jan Faught indicated that City Attorney Matt Erekson has sent a letter to both Wheeled
Coach and Ford Motor Company concerning the cost repairs that were made to Care 1. It
was determined that the ambulance box was too heavy for the chassis, causing a hazard
that required the installation of heavy duty shock absorbers, anti-sway bar, springs and a
steering box.
Jan said that a check had arrived from Montana Rail Link for the purchase of CPR
mannequins. The ambulance service currently has seven adult and two infant torso/head
mannequins. Ken mentioned that it would be advantageous for Laurel to have a program
similar to CPR Saturday that recently was held in Billings. He mentioned that local
businesses, schools, the medical community, city employees and residents would benefit
from such a program. Jan mentioned that the ambulance service is looking to certify
more instructors. Rick said that his staff'would benefit from additional CPR and first aid
skills. He also said that police reserves are required to be first aid and CPR certified.
Ken recommended that department heads bring information as to CPR and first aid
recertification needs to the next Emergency Services Committee meeting.
Jan also mentioned that she was going to look at past Emergency Services meeting
minutes to determine if the committee in 2001 voted to forward a resolution concerning
out-of-town ambulance service rate increases to the City Council.
Police
Rick will ask Matt Erekson to look into the possibility of annexing East Main from Alder
to Milwaukee into the city. As it stands, the south lane is in Yellowstone County. Rick
was also consulting with Matt about placing 5-6 speed limit signs on South Fourth in the
Industrial Park. Rick was asking Matt for a city ordinance interpretation.
Rick said that another federal funding opportunity for the SRO program was being held
this spring.
Fire
No members were present.
General Discussion
A roundtable discussion conceming Blood Born Pathogens was held. It was generally
noted that our Ambulance Service, Police Department and Fire Department personnel
were lacking in education and protection from Blood Born and Air Born Pathogens. In
recent times, there have been 4 insurance claims deigned: 1 Police, 1 Ambulance and 2
Fire Department claims. It was noted that if an on-going education, training and
equipment regiment were followed, these claims may have been accepted. Equipment
mentioned that may help deter pathogen transmission include a body substance isolation
pack, protective eyewear, and a washing machine at the FAP that is capable of generating
enough heat to meet standards and HEPA filters on full face masks to keep Air Born
Pathogens out of the lungs. Lanren was going to get a copy of procedures from his work
to share with the committee. Jan is also going to get the committee a copy of an incident
report for review and what the operating procedures are for her staff.
Jan mentioned that when FAP personnel received Hep Ta Vac Series shots that a minimal
success rate is achieved. Ken asked if in the agreement with the Laurel Clinic it was
stated that if the shots did not take ($70.00 per person) that the series would be
administered again. Jan said that it is documented that the shots may not work on some
personnel. She was going to look into the possibility of testing personnel to determine if
the series shots work on which personnel. Dan mentioned that it certainly would not hurt
to ask the clinic to administer series again for those personnel that did not take the first
time. This measure would save $70.00 per employee to vaccinate.
