Approve minutes of previous meeting 3. Activity Report Minutes of the Yellowstone County Air Pollution Control Board meeting held February 12, 2001 at the Yellowstone County Air Pollution Control Office. Members Present: Mr. L.D. Collins, Mr. Wade Steinmetz, Ms. Michele Reed, Mr. Rich Schilf, and Dr. Marl: Waddington Others Present: Mr. Steve Duganz, Mr. Russell Boschee Chairman L.D. Collins called the meeting to order at 7:40 P.M. Mr. Steinmetz moved to accept the minutes of the December 11 °i meeting as written. Ms. Reed seconded, and the motion passed. Concerning January's business, Mr. Duganz said he inspected the crematory at the Laurel East Veterinary Service, and he found it in compliance. He noted they would be sending updated usage figures shortly. He updated the Board about a letter he wrote to an individual who is still complaining about Empire Steel manufacturing saying they are not violating any regulations, so no enforcement action can be taken. Concerning January's administration, Mr. Duganz said our agency's budget is in good shape, and we have received the second quarter funding from the State DEQ. He noted that Mr. Jack Johnson has been appointed to the Board by the City of Billings. Although he couldn't attend tonight's meeting, he is looking forward to serving. Mr. Duganz said Mr. Bill Shikany has expressed the desire to continue serving on the Board. Ms. Reed moved to appoint Mr. Bill Shikany to one of the at-large member positions. Dr. Waddington seconded, and the Board elected Mr. Shikany to a two-year term. Regarding January's meetings, Mr. Duganz said he attended several public meetings where our updated regulations were discussed and approved. He said he attended the mid-year budget review with the County Commissioners. He said adding the Mount Olive monitoring site to the EMPACT web page, funding at current levels instead of a 5% increase, and moving our agency to the Courthouse, were discussed. Also, he noted they approved purchasing a new vehicle for our agency. The Board discussed the Commissioners suggestion that our agency move to the Courthouse. The Board instructed Mr. Duganz to write a letter to the Commissioners requesting a meeting with them to discuss this matter. Concerning January's Air Quality, Mr. Duganz reviewed two data summaries for 2001. He noted the levels were relatively low for most stations and pollutants. He noted January's monthly data was low for this time of year probably due to the nice weather. Chairman L.D. Collins adjourned the meeting at 8:30 P.M. INDUSTRIAL COMPLIANCE A. Darcova, a local manufacturing firm, was inspected at the request of a State Representative. The firm molds plastic and composite seals, so they emit a slight odor of burned rubber. No enforcement action was considered necessary. IL ADMINISTRATION A. With 67% of the fiscal year over, we have expended approximately 62% of our budgeted funds. We have received the second quarter's reimbursement from the State and EPA. B. Included with this report is an updated and now complete list of our Board members. C. On the February 26°i agenda of the County Commissioners meeting, a letter to them was filed regarding our office space. D. We have received notice that EPA is finally going to remove the "not classified non-attainment" status for carbon monoxide in this area. If EPA receives no adverse comments by March 25`x', the rule will be final by April 22nd. Billings will then be classified as attainment for all criteria pollutants. III. MEETINGS A. The final public hearing for our regulation changes was held in Laurel. All information has been sent to Helena with a likely June date before the Board of Environmental Review for adoption. IV. AIR QUALITY A. During the month of February, 209 open burning permits were issued. B.
