This year's workshop is especially programmed for new mayors and council members. Even so, we welcome all who wish to attend. The workshop begins on Wednesday evening, May 8, at the Holiday Inn-Grand Montana in Billings, and ends with a box lunch at noon on Friday, May 10. The focus this year is on "Managing Municipal Resources," emphasizing human and financial resources. Registration brochures provide program details as well as registration information. If you plan to attend, we urge you to make your hotel reservations early as there is a national bowling tournament in Billings. We hope to see you there. Please let me know if you have any questions. Sincerely, ,n Judy Mathre Associate Director upojm@montana.edu WORKSHOP FOR ELECTED MUNICIPAL OFFICIALS Managing Municipal Resources Purpose The purpose of the workshop is to help mayors and council/commission members learn about their roles and responsibilities as elected officials and to enhance their capacity to serve in municipal government. Topics The primary topics of the workshop will be: Roles and Responsibilities of the Mayor and Council Getting the Council's Work Done Building Your Municipal Budget Managing the Municipal Workforce Resources Resource people for the workshop include a number of seasoned experts in local government from around the state, including university faculty as well as state and local government officials. Additionally, we believe that each participant is a resource person who will bring a unique perspective of local government to the workshop that can be shared with fellow mayors and councihnembers. Question and answer sessions will provide an opportunity to share concerns and ideas with each other and with the workshop instructors. MUNICIPAL ELECTED OFFICIALS WORKSHOP May 8 -10, 2002 Wednesday, May 8 7:00 p.m. Workshop Preview and Introductions - Jane Jelinski, Director, Local Government Center, Montana State University, Bozeman Thursday, May 9 7:30 am Continental Breakfast 8 -10 am. "Roles and Responsibilities of the Mayor and Council" A discussion of the legal roles and responsibilities of the mayor and council. Dr. Ken Weaver, Local Government Center, Montana State University, Bozeman 10 - noon "Getting the Council's Work Done" A critical look at council processes. Panel discussion 12 - 1 p.m. Lunch I - 2 p.m. "League of Cities & Towns Update" An overview of issues of concern to Montana municipalities. Alec Hansen, Executive Director, League of Cities & Towns, Helena 2 - 5 p.m. "Building Your Municipal Budget" A budget building simulation to demonstrate preparation of the municipal budget. Continental Breakfast S - 10 a.m. "Mayor and Council Responsibilities for Human Resource Management" A Review of essential elements needed for managing the municipal workforce. Dr. Ken Weaver, Local Government Center, MSU, Bozeman 10 - noon "Managing Municipal Risk" Current case studies on safe practices in local governments to reduce insurance claims. Bob Worthington, Montana Municipal Insurance Authority, Helena Noon Box lunch FEES The fee for the workshop is $150. If two or more officials from the same local government attend, the fee will be $150 for the first official and $125 for each additional official. This includes all instructional materials, the Thursday night banquet with the Municipal Clerks, continental breakfasts, coffee breaks and lunches. The Clerk/Treasurers invite you to their Thursday evening Mixer following their banquet. REGISTRATION To register, return the attached form with a $50 deposit. Deposits will be applied to the total registration fee. Early registration is encouraged to aid in workshop planning. City claim forms are acceptable for deposits and payments of registration fees. Please make checks payable to the Local Government Center. HOUSING Participants are responsible for their own housing arrangements. A block of rooms is available at the Holiday Inn - Grand Montana in Billings. Rates are $35 per room for single occupancy and $60 for double occupancy plus room tax. These rooms will be held until April 19, 2002. To reserve you may call 406-248-7701 or toll free at 1-877-55-GRAND and ask for the Montana Municipal Clerk, Treasurers, and Finance Officers block of rooms. Room blocks have been arranged at these nearby hotels/motels: 1. Billings Hotel rates are $55 single (plus 4% tax). To reserve call 1-800-537-7286 or 1 406 248-7151 and state that you are with local government to receive government rates. 2. Ramada Inn rates are $35 single (plus 4% tax). To reserve call 1 406 252-2584 and request a room in the Local Government Center block. 3. Kelly Inn rates are $45 single (plus 4% tax). To reserve call 1406 252-2700. The Billings Hotel and the Ramada Inn will hold the rooms until April 23, 2002. The Kelly Inn requires a 4 p.m. hold on the day of the reservation. CANCELLATION POLICY If notice of cancellation is received by the Local Government Center by April 24, 2002, the deposit will be refunded less $10. No refund will be made for cancellations received after that date. Substitute participants may be made at any time.
