CITY COUNCIL COMMITTEE OF THE WHOLE
MARCH 20, 2001 6:30 P.M.

Bud Johnson requested placing Ramona Maddox, the Planning Director for Yellowstone County and City
of Billings, on the April 17t~ agenda for a presentation of the Billings West End Plan.
Dan Dar~ welcomed Mayor Rodgers back.
Gay Easton mentioned that some fish in South Pond were lost due to a lack of oxygen.
Smokey Staudinger suggested that the Bright N Beautiful information be made available to the public
soon.
Mayor Rodgers mentioned that a lid needed to be repaired on a garbage can in Smokey's alley.
Rick Musson informed the council that the Police Department received $3,500 for an in-car video camera
through a federal grant with the State of Montana. The 2000 Ford already has a video camera that was
donated by MADD. Rick will attend Chris Romero's graduation in Helena on March 30th. Rick stated
that things are going smoothly with no internal problems at the Police Department. Another application
will be submitted for a School Resources Officer.
Larry McCann mentioned the fish kill at South Pond. Jim Darling, of Fish, Wildlife and Parks, has been
involved in the situation. FWP has grant money available and the pond should be restocked sometime in
April.
One of the manholes in the Main Street storm sewer system was covered when the street was built, and
this sewer main has never been jet rodded. Work is being done on this street.
A section of the street at 5 and 3 has blown up and will be repmred wnh new base.
Progress on the soccer field has been slowed down because of difficulty finding a means to haul in the
needed dirt for the field. The restrooms will be located along 8th Street instead of at the previous location.
A1 McMilan was aware of this change and did not have a problem with it. Myhre-Atwood has not yet
completed drawing up the plans. A resolution regarding this agreement with the school district should be
available by the next council meeting.
Dave Saylor is offon workmen's comp at the present time with a bad vertebra in his neck.

The citywide cleanup day is scheduled for Saturday, April 28th. Garbage cans will be located at
Firemen's Park. Several clubs and organizations have volunteered to clean up the parks and various areas
of the city.
A meeting with the county data processing individual is scheduled for Wednesday. E-mail addresses are
now available for Larry, Mary and Steve. Larry cautioned the council about several computer viruses that
are circulating now.
Mary has distributed the budget worksheets to the department heads and the budget calendar has been set.
The county is working on transmitting information regarding special assessments.
Mary ordered three copies of Montana's Local Government Review from the Local Government Center.
The copies are available for the council's review, and an additional copy is available in the Laurel
Library. The book addresses Montana's constitutional fight to review the local government. The public
reviews it every ten years and that is a unique aspect of our local government.
