COUNCIL CHAMBERS MEMBERS PRE SENT: Chairman Chuck Rodgers Lauren Van Roekel Ken Olson Bill Staudinger Gary Temple Mark Mace Daniel Dart Bud Johnson OTHERS PRESENT: Matt Erekson Mary Embleton Cal Cumin Mike Zuhoski Jan Faught The 6th grade ACT class at Laurel Middle School, along with teachers Deb McGrath and Linda Varney, attended the meeting as part of their requirements for a Project Citizen unit. The program teaches students how to become active participants in community governmental processes. The students chose the topic of animal overpopulation and researched the statistics of this problem on local, state, and national levels. The presentation was divided into four sections: Group 1 - Stephanie Kelsey, Emily Meeks, Matt Wallila, and Daniel Baney - presented "The Problem"; Group 2 - Kelly Muir, Bobbi Kupfner, Alaina Sisk, and Carter Albrecht - presented "Alternative Solutions"; 'Group 3 - Tyler Schweigert, Kyle Johnson, and Vince Cebuhar - presented "Our Class Policy"; and Group 4 - Ryan Marshall, Heather Laber, Michael Cantwell, and Trevor Thurman - presented "Our Action Plan". Atter studying the problem, the class found out that alt animal care and control experts said that the number one focus should be to spread awareness about the problem. The class emphasized the need for animals to be spayed or neutered, about the need for responsible breeders, that people should not let their pets run loose, and that pets should have some form of identification and be licensed. The class displayed pictures and information during their presentation and distributed handouts to the council. The class asked the council to consider these concerns throughout the City of Laurel's process of evaluating the animal ordinances. The ACT class also asked the mayor and the council to make a proclamation declaring an Animal Overpopulation Awareness Week in order to bring attention about the severe problem of animal overpopulation to the citizens in Laurel. Mayor Rodgers thanked the class for their outstanding presentation. Mayor Rodgers stated that a specific week would be designated as Animal Overpopulation Awareness Week and a proclamation would be prepared for the next council meeting. City Council ComnUttee of the Whole minutes of May 15, 2001 Matt Erekson stated that no council action was necessary regarding the request from the Chamber of Commerce to have a one-ring circus on June 6, 2001. As long as a business license is secured and the activities are coordinated through the Public Works Director, there was no need for council action. Matt distributed revised copies of Resolution No. R01-24, which included the proper legal description of the property involved. He stated that a motion and a vote to amend the resolution would be needed and then a vote to pass the amended resolution.
