City of Laurel Park Board minutes Thursday, January 8, 2015 In attendance were Scot Stokes,Chuck Dickerson, Bruce McGee,Amy Pollock,Gretchen Paulson. Absent was LuAnne Engh. Penny McSweyn has resigned as of January 7.Also present was and Kurt Markegard. Called to order at 5:35 pm. Public members in attendance,all were city residents:Tim Reiyer,plant supervisor; Howard Rickard, Jaycees; Iry Wilke, LRGC; Kathleen Gilluly,Outlook; Keith& Faye Wood,855-7670. 1. Public comment No public comment on items not on agenda. 2. Pool decision: Jumped ahead to item#5 on the agenda to allow Kurt and Tim time to speak and get back to clearing snow from city roadways. Tim was able to get specific cost estimates for two pool improvements necessary to open the city pool in the spring. Estimates were from Watco Pools and were for the installation of a new circulating 15 HP pump,removal of old pump,and re-plumbing for new pump totaling$14,000. The second estimate was for installation of new stainless steel ladder rails,removal of 2 old steel ladders,2 stainless steel handrails at shallow end,2 portable life guard chairs,labor and materials to remove old ladders,etc(see details in estimate paperwork attached). Ladder estimate totaled$41,000, but was not detailed in what each item cost. Only one company provided estimate, Public Works group will request other estimates for comparison. Current pool pump is too old and obsolete; it is not able to be repaired for this coming year's pool season. It must be replaced to open the pool. Ladders must be replaced since they are rusting from the inside out and residents could be hurt or get fingers stuck in wholes. The pool must be painted this year(per maintenance schedule)and the paint estimate is approximately$120/gal and roughly 60 gallons to cover whole pool,totals$7,200. Any major work to the pool or pool decking would cancel the grandfather ruling that the Laurel City Pool is under and would require the city to install pool skimmers. Given these estimates it could cost$62,200 in the above mentioned repairs to open the pool. Tim reminded the board that next year other maintenance items would need to be addressed at the pool prior to opening. Just to name a few: • Replace steel doors(rusting from the inside out) • Resurface deck area, it is too rough and citizens have complained • Light fixtures in pool house are rusting out. A Park Board decision to the City Council would need to be made by the March 5th meeting if equipment/parts need to be ordered. City Council would need to approve purchase over$5,000. The public asked lots of questions that have already been address and answered at other Park Board meetings. Kurt suggested we wait until he is able to receive another quote for comparison before final decision on pool opening. 3. Tennis courts-fence has been removed. 4. West Park land- Per Kurt,Cindy Allen has discussed item with Heidi Jensen and Shirley Ewan,all city staff. Kurt and/or city staff should provide the Park Board with their finding by the February 5th meeting. S. Riverside Park leases Background discussion: Iry Wilke came to represent both the Laurel Rod Gun Club(LRGC)and Laurel Rifle Club(LRC). He wasn't sure his time has been well spent since the Park Board is not able to do direct negotiations with groups. It was mentioned that the Mayor,CAO,City attorney, and Public Works Director will be in direct communication with groups to create lease terms to offer per October email memo. The Park Board members reassured him his presence tonight and the lease proposal he brought will speed up his process,rather than waiting until the city staff contacts his group with details. Iry Wilke has been given permission from both groups, LRGC&LRC,to speak on their behalf regarding the lease proposal they drafted. Iry read through terms,see attached. The groups will file for Fish,Wildlife and Parks(FWP)or NRA grants,with the expectation that the city could have matching funds if grants are awarded to the park for improvements. Specifically in their proposal,no lease payments will be made until improvement costs the groups incur are recouped. A map was also provided showing a red line for a proposed fence in the lease proposal. LRC&LRGC are willing to get the facilities within code and in habitable conditions. Lease payments will not be paid until those improvement costs are recouped. Bruce and Amy agreed that in their terms the details and safety specifics are great in the proposal. They suggested the groups be flexible on facility options and locations in the park. Howard Rickard,Jaycees representative,briefly presented the following terms for the groups continued use of the park: • Currently in 6th year of$100/year lease and want to continue. • Open to managing the camping, it would be a "No Services"camp ground. • Honor system payment for campers; 1st come, 1st served, no reservations. • Percentage of camping funds given back to city,%to be determined with city staff input • Agreement with Jaycees on a yearly basis review. 0 Average 6-10 funerals/year at no cost • Average 15-20 weddings/business events at$150/day use-costs go to pay utilities. • 4H &other non-profit groups use building at no cost,approx 15 times per year. • Building has a full septic by spring because of running water to keep the pipes from freezing. • Public Works director working with group to replace roof • 25 years ago replaced roof, no mold found. • Every 3 years repair flooring by doing a high clean,stain and then polyurethane. 6. Other-Review of Riverside Park building assessment(see attached for details) The Park Board should come up with a system to deal with each building and tackle all of them in 2015. Given this goal, Bruce motioned that the Park Board should meeting on January 22nd at 5:30pm for a working session. Amy seconded motion, all in agreement. Other buildings in the park remain in different state of disrepair. This attempt to provide an assessment of the present conditions of the different buildings and to make a guess of their value and cost to repair coupled with the best idea of how a building might be used. And what market value a building might generate in an open and free market use could help bring about a conclusion for the affected buildings damaged. At least, that is what the time committed to the project hopes to accomplish. There are three questions that need answers. The idea is that all buildings have some value but they also lose value with condition. What is the present condition and value of the buildings in Riverside Park affected by the flood? This I believe is the first question that is seeking an answer. The second question is how much might cost to repair a building to determine if it is worth it or not? The third question is what kind of fair market value would a building have if repaired? It is hoped that the process was at least started to answer these questions. While not all will agree with the findings this may be a starting point for the discussion. What is not in this report is something about every structure in Riverside Park, the metal building at the horse shoe pits was not greatly damaged and to date remains usable. The outdoor shooting range structures are in use, and the effects of the flooding upon them appear to have been addressed by the Rod and Gun club that use them. A huge thank you to Keith Kolstad from code enforcement he was willing and able to guide and provide keys to this tour, worked to measure the hard to measure Jaycee building and caretaker's house. Keith provided the Google map view of the buildings and then did the drawings of the footprint of those two buildings. He also provided the size of the other buildings detailed in this assessment. Last but not least also a huge thank you to Gretchen Paulson who mastery of taking notes is of greatest value to the Park Board and her taking notes at the walk through with Keith and I on December 10 was of extreme value. She also wanted to see this little project accomplished providing "push" to get it done, sorry Gretchen it was not finished by Christmas or even New Year, but at least before the first Park Board meeting of 2015. Bruce McGee City of Laurel Riverside Park tour Wednesday, December 10, 2014 In attendance were Bruce McGee and Gretchen Paulson. Also present with keys to all the buildings was Keith Kolstad, Code Enforcement Officer. We met at Riverside Park at 2:15pm for a tour through all the buildings. These are the notes Gretchen took during our tour, much more was discussed but this was the take -away. Jaycee Building • Water currently running to keep the pipes from freezing. • Bruce to measure space with Keith to find total square footage. • When was the roof last replaced? • Flooring uneven. Caretaker building • In poor shape. • City notified it has toxic mold due to 2011 flooding and no immediate attention to open up the building. • Rooms in house: entry way, living room, kitchen, back entry, 3 small bedrooms. • Must be tented to be cleaned to remove all toxic mold. • Large trees surround the building and will be in the way of tenting, some must be removed to complete cleaning. • Could the building be removed and an open shelter be put in its place on the existing concrete slab (similar to Thomson park or Lions Park)? The slab is elevated and could be safe from future floods. Rod & Gun Club • Structure is ok. • Bathroom and kitchen completely damaged. • Furnace and heater damaged by water • Logs damaged on level 1 & 2 at west wall and on west side of fireplace. • Wood dance floor damaged on east side, concrete slab flooring ok. • Roof needs to be replaced, gutters should be added • Need levy built to keep building dry, it is lower than the other building in the park. Rifle Club • Outside dimintions: 210 ft x 40 ft. • Ceiling falling down on west side of building; walls warped from water damage; bathroom closed; roof and rafters needs replacing, there is visible damage from outside. • East side of building not sealed, can see daylight coming in; there is no concrete on east side of building and tons of shell casings. American Legion building • Good Shape! • Bathrooms need replaced, boys and girls. • A bad roof lead to the bathroom problem, not the 2011 flood. • Kitchen needs to be scrubbed clean, but no damage to flooring or cabinets. • Gutters should be added and windows replaced. • A sump pump should be available in case water did enter building. • Keith says wood fireplace is in working condition. • Levy or sand bags on North/west side of buildings to help protect it from future water. Curbing on south side of building helped to divert water away from the building to help save it in 2011. • Bruce guesses $35,000 investment to improve building. • Could be improved and offered to Rod & Gun Club or Rifle Club for usage. Horse shoe pit - in good shape per Keith. Building next to it, who has access? Who is leasing it? Depart at 3pm. Bruce and Keith stayed to take measurements of buildings. Bruce will draw up floor plans and send out estimated value to Park Board, hopefully before Christmas. NARRATIVE: Compared to other buildings in Riverside Park the Jaycee building has continued to be used and provides usable function In kitchen, restrooms and shelter. In other words, It is fit for human activity within its walls. This will not be able to be said about other buildings in Riverside Park. In a fair market situation, with the storage that is used on the outside of the building rent would be on such a large structure and storage in excess of a $1,000 a month. While the condition of the dance floor, age and stone concrete siding type of structure is of concern, it is a building that has been standing for many years. Finding another building to serve the same purpose in the Laurel area would be a difficult.
