Laurel Urban Renewal Agency (LURA)
December 15, 2014, Laurel Public Library meeting room
Meeting was called to order by Chair Judy Goldsby. Roll call/attendance: Quorum of
voting members present: Shirley McDermott, Daniel Klein, Dean Rankin. Advisory
board members: Janice Lehman, Dianne Lehm(BSED rep.) Marcia Hafner(Chamber of
Commerce), Rich Herr, Monica Plecker(City of Laurel), Lauren Waterton and Michael
Sanderson(Sanderson Stewart).
November 17, 2014 minute's approved as submitted.
Old Business: Chair Judy Goldsby sent the latest Gateway Plan draft by email December
13, 2014. Lauren Waterton reported that minor changes were made to the previous draft.
Judy had questions re page 48 (Fireman's Park) and Dean questions re page 56 (storm
sewer). The study is lengthy. A copy for review is available at the City Planning office.
Mike Sanderson handed out the TID traffic study that is an addendum to the Gateway
Plan. The study indicated that SE 4th Street was wide enough to allow for both parking
lanes and a center left turn lane. Pedestrian crosswalks can be made safe if raised painted
medians are installed on the center turn lane along the corridor. To help the traffic flow,
some intersections could utilize single lane roundabouts. He said that although there is a
perception of a lack of parking on Main Street, his study showed there was not. There
was discussion that some of the perceived parking problem was due to downtown
residents and employees having to park in customer parking areas. Motion to accept the
Gateway Plan(with the attached traffic study) and recommend it to the City Council was
unanimously approved.
New Business: Shirley M. reported that she will be moving to Billings in 2015 and will
not submit a request for reappointment to the board. Linda Frickel has sold the Owl Café
and asked that she be replaced on the board.

City Administration: None
City Planning: Monica Plecker reported on the finance conference. It was a
good conference and she will follow up on some bonding questions.

Public Comment:
Next Meeting: Tuesday, January 20, 2015, Laurel Public Library. Judy announced there
would be election of officers at the January meeting. Meeting adjourned.
