Treasure State Endowment Program Application Guidelines
The Treasure State Endowment Program (TSEP) was created by the State of Montana to assist
local governments by providing financial assistance to help make public facility repairs and
construction financially feasible for local governments and affordable for community residents.
Eligible projects for TSEP assistance include drinking water systems, wastewater treatment
facilities, sanitary or storm sewer systems, solid waste disposal and separation systems, and
bridges. Applicants can request TSEP grants of up to $500,000 per project. An estimated 14
million will be available during the next funding competition. The deadline for applying to
the TSEP program is Mav 3, 2002, so now is the time to start working on your proposed
TSEP project.
The enclosed TSEP application guidelines explain how cities, towns, counties, consolidated
governments, tribal governments, and county water and sewer, or solid waste, districts may apply
for grants or loan assistance through the program. If you are planning on applying for TSEP
funds this year, a Uniform Application Supplement for Montana Public Facility Projects
Second Edition contains materials that must be included in your application. The
supplement is not included in this mailing. You may receive a copy of this supplement
either at the application workshops discussed below or by calling our office.
We also invite you to attend one of the Infrastructure Financing Programs Application Workshops
being presented by the Montana Department's of Commerce, Environmental Quality, Natural
Resources and Conservation, and the U.S. Department of Agriculture/Rural Development. These
workshops are freel The workshops will be held from 8:30a.m. to 4:30p.m. at the following
locations:
• March 5 Missoula Holiday Inn Missoula Parkside
• March 7 Helena West Coast Colonial Hotel
• March 12 Wolf Point Great Northern Development
• March 14 Billings Radisson Northern Hotel
The TSEP application requirements will be explained during each of the seminars. Applicants
considering a project are strongly encouraged to contact the TSEP staff to discuss the project prior
to submitting a TSEP application. Please call the TSEP staff at 444-2400 for more details.
