COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Bud Johnson Lauren Van Roekel Ken Olson Gay Easton Dan Mears Doug Poehls Mark Mace Daniel Dart OTHERS PRESENT: Larry McCann Cai Cumin Terry Ruff Pat Murtaugh (ME&A) Cai Cumin stated that the six-month review of the day care center at 313 Forrest Avenue was due. There are still problems regarding the conditions that were required for the day care center. These conditions included fencing and parking. The owners planned to attend the council meeting, but the item was not scheduled on this agenda. The special review was approved with a six-month review at the council meeting on July 17, 2001. Pat Murtaugh presented and distributed information regarding the Flood Hazard Mitigation Plan for the City of Laurel. Since there are no repetitive flood losses on record with the federal government for this area, the area is not considered to be a floodplain. Pat stated that large portions of residential and commercial property in Laurel are located within the 100-year floodplain and the 500-year floodplain as defined by FEMA. According to Pat, large amounts of damage occur to the infrastructure of Laurel during flooding events and the damage to streets and utilities is largely unquantifiable. Larry explained that a floodplain study is required by FEMA in order for the city to apply for grants. Last year we tried to get the $100,000 study of the groundwater problem from the Bureau of Mines. A new application will be made for that. The Nutting Drain Board has been reactivated. Larry explained the resolution on the agenda to authorize a budget amendment for $100,000 to the Water Plant budget for engineering design of the water intake. The $37,000 Project Impact Grant was used to study the four engineering reports regarding the intake in the Yellowstone River. The City and HKM Engineering had a telephone conference with the regulating agencies last week. As a result of that meeting, Lar~ stated that a report would come back for a second intake. The $400,000 Corps of Engineers Grant would provide the finances to fund the program, but the Corps would only provide oversight. The water plant loan balance is $759,000. The engineering project will be targeted primarily at the intake, but the pump house is also a concern. Requests for proposals will go out in February and the engineering selection should be completed by the beginning of March. The meeting adjourned at 6:57 p.m. Respectfully submitted, Council Secretary
