I appreciate your invitation to conduct a "Roles and Responsibilities" workshop for the new
City Council on Saturday morning, January 19, 2002 from 8:00 to 12:00. Ken Weaver, Judy
Mathre and I will serve as the Local Government Center resource persons for the workshop.
During the workshop we propose to address the following topics while providing ample time
for questions and discussion by the Mayor and Council:
1. Plan of the City government with emphasis on the legal and managerial basis of your
present departmental organization.
2. Council procedures and decision-making processes with emphasis on Montana law
concerning "open meetings" and "citizen participation";
3. Roles and responsibilities of the Mayor, Council and department heads;
4. Role of municipal government in responding to terrorism.
5. An overview of the City's budgeting process.
If there are additional topics or substitute topics please let me know so that we can prepare
accordingly.
Upon completion of a satisfactory Council workshop and work session, I propose to invoice
the City in the amount of $750.00 plus travel costs between Bozeman and Laurel at state rates.
Please contact me if we can do anything to assure that our work with the City of Laurel will
meet your needs and the expectations of the City Council.
