CITY COUNCIL COMMITTEE OF THE WHOLE

Lauren mentioned that alley cleanup was accomplished quickly after the last council meeting.
Smokey stated that a streetlight across from the high school was burned out.
Mary stated that the auditors are here this week. The annual report, which is due the end of December,
will be sent in on time.
A joint meeting with Yellowstone County, City of Billings, and City of Laurel is scheduled for 5:30 p.m.
on Thursday, December 20a'.
Mazk stated that the Insurance Committee has contacted several people in the insurance industry
regarding available options. The committee is looking at a joint task force with other cities in order to
form a lazger group, which would require a longer commitment. The union is involved in the committee.
Mazk thanked Mary, Ken and Bud for serving on the committee. The contract has been sent to EBMS for
review, and many questions have been asked. Mazk stated that hard choices would be made regarding
insurance and contract negotiations.
Matt received a brochure on a seminar regazding Public Contract Code and Competitive Public Bidding in
Montana. It will be held on February 28, 2002, and Matt will distribute the details.
Chief Musson stated that Officer Weinreis resigned effective December 30a' and will start in Billings on
December 31~`. Two additional officers are now needed in the Police Department.
Officer Hatton's involvement in the SRO program has been great, and the Laurel Middle School has
requested a fiall-time SRO.
Officer Wells recently received an award from the DUI Task Force, and Chief Musson was scheduled to
present it to him again at the council meeting.
Larry stated that the intake was running again as of 2:00 p.m. today. We were down to a maximum of
1,700 gallons per minute on Friday, and the refinery was taken off the system. Four employees worked
overtime for four days to clean out the intake. The refinery has concerns about the intake in extremely
cold weather. Duke is investigating the use of portable pumps in that situation. Part of the problem is
caused by slush ice because of the low water levels.

Gay submitted an advertisement in the Laurel Outlook for the Ward 4 council vacancy. The
advertisement will run for two weeks, with an application deadline of January 7u`. This would allow for
review of the applications prior to the January 15u' council meeting so that a replacement could be
approved at that meeting.
The meeting adjourned at 6:44 p.m.
