Activity Report YELLOWSTONE COUNTY AIR POLLUTION CONTROL 3306 Second Avenue North Billings, MT 59101 (406) 256-6841 Fax(406)256-6891 c-mail ycapc@imt.nef Activity Report for the month of May, 2000 for submittal to the Yellowstone County Air Pollution Control Board on June 13, 2000. 1. INDUSTRIAL COMPLIANCE A. All three operations at JTL Groun were checked for their annual compliance inspection. The gravel crusher, ready mix plant and asphalt plant were in operation at the time, and there were no visible emissions. All three plants are now on the West Side of Shiloh Road. B. Schessler Ready Mix in Laurel was also inspected and found to be in compliance. C. Asphalt Supply in Laurel was the subject of an odor complaint in May. Mr. Zimmerman, the plant manager, stated that there has been no change in their operation although an inspection continued to find unpleasant odors in and around the plant. II. ADMINISTRATION A. With 92% of the fiscal year over, we have expended approximately 88% of our budgeted funds. We have also received the January through June payment form the City of Billings and the remainder of our State/EPA funding. Because our State/EPA grant for 2000-2001 will be reduced by $6,924.00, we will be asking the local governments for an increased contribution next year. Our capital outlay and operation and maintenance portion of the budget should remain about the same as the current year. B. An updated work plan has been sent to EPA regarding the EMPACT project, and we have been told that a check will be in the mail very soon. C. The Lockwood Fire Department received a warning letter from the DEQ for not removing asbestos from a home prior to burning it for training purposes. They also did not apply for a burning permit prior to conducting the burn. D. The two-year terms of Mrs. Reed, Mr. Schilf and Mr. Steinmetz expire at the end of June. 111. MEETINGS A. A meeting with DEQ EMPACT project was forthcoming procedures. IV. AIR QUALITY and Yellowstone County representatives regarding the attended in Bozeman. All in attendance agreed to A. During the month of May, 155 open burning permits were issued. B. There were some instrument problems during the month of May. 1. At Lower Coburn, the sample inlet was disconnected from May 22-May26. 2. At Sacrifice Cliff, there was no data from May 9-12 as a new monitor was installed. 3. The carbon monoxide monitor failed on May 17, and (lie DEQ technician who repairs such instruments is on vacation. C.
