Laurel Urban Renewal Agency (LURA)
October 20, 2014, Laurel Public Library meeting room
Meeting called to order by Chair Judy Goldsby. Roll calUAttendance: Quorum of voting
members present: Shirley McDermott, Linda Frickel, Dean Rankin, Judy Goldsby, Dan
Klein. Advisory board members: Janice Lehman, Mardie Spalinger. Absent BSED
representative Steve Arveschoug, Dirk Frickel. Marcia Hafiier(Chamber of Commerce),
Steve Zeier(Zeier Consulting), Loren Waterton(Sanderson Stewart), Steve Solberg, Rick
Herr. Shirley Ewan, Heidi Jensen and Monica Plecker, City of Laurel.
Minutes of the October 20, 2014 meeting were approved with one typing error correction
to Monica Plecker's name. Shirley McDermott made the motion, seconded by Dean
Rankin. Motion passed unanimously.
Old Business: Lauren Waterton passed out the Laurel Gateway Plan, 95% draft dated
10.17.2014. She stated that there needed to be additional proofing for typos, etc. She
went through the plan and explained in some detail their findings. Brian Duffy again
provided market and economic conditions via lnternet communication. Comments were
solicited, discussions followed and several questions were asked and answered. Further
questions and comments need to be submitted by close of business Friday, October 24�'.
LURA should have the results of the traffic study incorporated into the final plan. The
study is almost complete, needing an appendix and a one-page summarization.
New Business: City of Laurel representatives Monica Plecker and Heidi Jensen will
submit a large grant request program at the next meeting. Members are asked to carefully
review the program before taking a vote at the December 2014 meeting.
Reports: Zeier Consulting -No new activities to report.
City Administration—None. City Planning—JGA contract is on the 10/28/14 City
Council schedule. Clerk Treasurer's Report—LURA has a balance of$567,103. Shirley
Ewan was asked to check and report the outstanding balance due on the Storm Water
Project interfund loan.
Big Sky Economic Development (BSED)—Out of town and unable to attend.
Public Comment: Dick Herr reported the firemen's Christmas decorations are not in good
condition and need repairs and/or replacement. Marcia Hafner said they might use a
raffle as a funding source and have an article in the paper. Also announced the siren
committee is meeting the following night, October 21�.
Next meeting: November 17, 2014, Laurel Public Library meeting room. There being no
further business, Shirley McDermott made the motion to adjourn, Dean Rankin seconded.
