HomeMy WebLinkAboutCity Council Minutes 11.04.2014 MINUTES OF THE CITY COUNCIL OF LAUREL � November 4, 2014 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on November 4, 2014. COUNCIL MEMBERS PRESENT: Doug Poehls Richard Herr Chuck Dickerson Scot Stokes Tom Nelson Bill Mountsier COUNCIL MEMBERS ABSENT: Emelie Eaton Bruce McGee OTHER STAFF PRESENT: Chief Rick Musson Officer Joel Sauter Mayor Mace led the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: -- Motion by Council Member Nelson to approve the minutes of the regular meeting of October 21, 2014, as presented, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. CORRESPONDENCE COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING. CONSENT ITEMS: • Claims for the month of October 2014 in the amount of$817,291.21. A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's Office. • Approval of Payroll Register for PPE 10/26/2014 totaling$136,841.38. • Receiving the CommitteeBoard/Commission Reports into the Record. --Bud�et/Finance Committee minutes of October 21, 2014 were presented. --Public Works Committee minutes of October 20, 2014 were presented. --Council Workshop minutes of October 28, 2014 were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Nelson to approve the consent items as presented, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. ���� Council Minutes of November 4,2014 SCHEDULED MATTERS: • Confirmation of Appointments. Laurel Police D�artment: Chief Musson stated that Sgt. Guy introduced Mr. Bickford at last week's council workshop. Justin has been a Reserve Officer twice and the department is proud to bring Justin on as a full-time police officer. Mayor Mace appointed Justin Bickford to the Laurel Police Department. Motion by Council Member Poehls to approve the Mayor's appointment of Justin Bickford to the Laurel Police Department, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. Chief Musson recognized Justin's wife, Jaylynn, his children and other family members that attended tonight. Chief Musson and Officer Joel Sauter read the Criminal Justice Code of Ethics with Justin Bickford. Judge Jean Kerr performed the swearing in ceremony for Justin Bickford. Mayor Mace welcomed Justin to the City of Laurel. Laurel Ambulance Service: Mayor Mace appointed Darci Waldo to the Laurel Ambulance Service. Motion by Council Member Dickerson to approve the Mayor's appointment of Darci Waldo to the Laurel Ambulance Service, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. • Resolution No. R14-80: A resolution authorizing the Mayor to execute an updated Interlocal Planning Agreement between the City of Laurel and Yellowstone County for the Joint City/County Planning Board. Motion bv Council Member Mountsier to approve Resolution No. R14-80, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. • Resolution No. R14-81: A resolution of the City Council authorizing the Mayor to sign a contract with JGA Architects for professional services related to the Laurel Urban Renewal Agency's Technical Assistance and Fa�ade Improvements Grant Programs. Motion by Council Member Stokes to approve Resolution No. R14-81, seconded by Council — Member Mountsier. There was no public comment or council discussion. A roll call vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. COUNCIL DISCUSSION: Council Member Nelson stated that the Cemetery Commission meeting on Thursday, November 20�', has been cancelled. A meeting will be scheduled in December or January. The Commission is working on the sprinkler system project that is scheduled to be done next spring.
