HomeMy WebLinkAboutCity Council Minutes 10.21.2014 MINUTES OF THE CITY COUNCIL OF LAUREL October 21, 2014 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on October 21, 2014. COUNCIL MEMBERS PRESENT: Doug Poehls Bruce McGee (6:34 p.m.) Richard Herr Chuck Dickerson Scot Stokes Bill Mountsier COUNCIL MEMBERS ABSENT: Emelie Eaton Tom Nelson OTHER STAFF PRESENT: None Mayor Mace asked Garret Gardner to lead the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: Motion by Council Member Poehls to approve the minutes of the regular meeting of October 7, 2014, as presented, seconded by Council Member Dickerson. There was no public comment or -- council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5 -0. CORRESPONDENCE: Laurel Chamber of Commerce: Minutes of September 12, 2014; Agenda for October 9, 2014. COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING. CONSENT ITEMS: • Clerk/Treasurer Financial Statements for the month of September 2014. • Approval of Payroll Register for PPE 10/12/2014 totaling $161,780.31. • Receiving the Committee/Board/Commission Reports into the Record. -- Budget/Finance Committee minutes of October 7, 2014 were presented. -- Cemetery Commission minutes of September 18, 2014 were presented. - -Park Board minutes of October 2, 2014 were presented. -- City - County Planning Board minutes of October 2, 2014 were presented. -- Council Workshop minutes of October 14, 2014 were presented. - - Laurel Urban Renewal Agency minutes of October 6, 2014 were presented. - -Tree Board minutes of September 18, 2014 were presented. The mayor asked if there was any separation of consent items. There was none. Council Member Dickerson mentioned that the Payroll Register for PPE 10/12/2014 was listed incorrectly as $161,060.28 on the council agenda. The correct amount is $161,780.31. 144 a-- Council Minutes of October 21, 2014 Motion by Council Member Poehls to approve the consent items as presented, with the correction to the Payroll Register for PPE 10/12/2014, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE- MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. • Resolution No. R14 -79: A resolution of the City Council accepting a grant from the Montana Department of Transportation for monies to be spent on the Selective Traffic Enforcement Program (STEP) and authorizing the Mayor to sign said grant. Motion by Council Member Stokes to approve Resolution No. R14 -79, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE- MINUTE LIMIT): None. COUNCIL DISCUSSION: Council Member Stokes asked regarding the foul smell when driving between the railroad tracks and the tree streets. Council Member Herr explained that, as discussed at last night's Public Works Committee meeting, the smell is from the sulfuric acids at the Elm Lift Station. According to Kurt Markegard, they are working on it. Council Member Mountsier mentioned that the condemned buildings have been torn down just east of Alder Avenue by Mabel's and behind the convenience store, which is a nice improvement. In response to Council Member Mountsier's comment, Council Member Dickerson stated that Mr. Cotter had come before the council with plans to build storage units along that street. [Dan Foos was the applicant.] There was a brief discussion regarding the swearing in ceremony for the new police officer, which is scheduled on the council agenda for November 4 UNSCHEDULED MATTERS: None. "- ADJOURNMENT: Motion by Council Member Mountsier to adjourn the council meeting, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0.
