1. Public Input. The representative from the Outlook had nothing to offer. There was no other public present
2. Recycling Update — K. Dan Koch. Dan handed out photos of a recycling bin he uses in Billings at the
Albertsons off 6 Street. He said that when this whole discussion about recycling started, that is all he wanted.
He was glad to have been given the opportunity to have bring the topic back to where he wanted it but needed
further input from the committee. He said he had talked with Julia from Republic Services. He reported she
wanted $175 to place a bin such as in his picture, in Laurel. He said Julia had asked him why the City did not
get their own bin and make money off hauling plastics to them. His questions to the committee were: A. Why
can't we replace the containers presently by the High School and in the Hardees/IGA lot with one like in the
picture. Dan was later questioned about this and said he had not asked Julia this question directly. B. There is a
compactor at the container site. Why can't the city sell it and use the money to get a container to accept plastic?
Discussion followed from Bill M., Chuck D., Kurt M., Marvin C., Chuck D., K. Dan K., Chuck D., Chuck R.,
and Chuck D. It was decided that Marvin C. and K. Dan K. would go to the recycling place east of Laurel and
invite them to the November 10t meeting to discuss the several questions that had just been brought up. The
City does not own the compactor at the collection site — Pacific does.
3. Starting water line replacement considerations for next fiscal year. Kurt stated that the 5th Avenue and
Cottonwood Avenue projects were just being completed. He clarified that they were water main replacement
projects with reconstruction of the street and adjacent sidewalks. Kurt handed out a sheet which showed how
staff was making decisions regarding choosing the next water main project to do. He said it was staffs intention
to continue to improve the worse water mains on a bi- annual basis. The chart shows that the worst water main is
a five block stretch of Wyoming Avenue from E. 5 Street to East Maryland. He said that, if funding is
available, that project would be on the 2015 list of improvements. The second project, slated for 2017 would be
S. 4 St. and the last project, slated for 2019 would be Pennsylvania. He said all these projects depend on
funding but wanted to share the manner staff chose them as it is different than street improvement projects.
There was discussion from Chuck D., Bill M., Chuck D., Emelie E., Chuck D., K. Dan K., Kurt M., Richard H.,
Kurt M., and Bill M. It was pointed out that the City is attempting to make best use of it's funding by choosing a
street that had to be completely destroyed to repair the water main, then reconstructing the street and then
repairing and improving the curb, gutter and sidewalk. It was also pointed out that water mains run North and
south, so streets are typically not going to be affected by these projects, but avenues will be.
4. Bypass Elm Lift Station. Kurt handed out two maps showing the sewer lines. In the first he said the yellow
line indicated pressurized lines, red showed gravity fed lines and the purple indicated the proposed bypass. The
problem is that there is a continuing problem with H2S odors coming from the Elm Lift Station. The City has
been dealing with this problem in one manner or another for the past five years. It has been determined that the
Elm Lift Station needs to be bypassed because it is at that point that oxygen is introduced into the mix, changing
the chemical composition and creating the offensive odors. If the City were to build a line that ran parallel to the
stretch served by the lift station, then join back into existing lines and bypass the lift station, the problem would
be solved. Discussion followed from Chuck R., Kurt, M., K. Dan K., and Chuck D. It was concluded that the
state needs to be consulted, the City needs to find funding, a final cost estimate needs to be done and then this
project can go out to bid.
5. Other. K. Dan Koch asked about the septic dump station at the sewer plant. After discussion on this matter it
was determined that it is being included in the sewer project and that K. Dan Koch, Marvin Carter, Chuck
Rodgers and Emelie Eaton would meet at City Hall at 4:30 on November 10th, before the next Public Works
committee meeting, and tour the sewer plant, The remaining committee members were council members who
had just toured the plant and did not wish to see it again. These four members would like a reminder of the tour
sent to them before November 10
