MONTANA PHONE: 698-4212 S9O44 MINUTES OF THE LAUREL- YELLOWSTONE CITY - COUNTY PLANNING BOARD June 12, 1975 A meeting of the Laurel - Yellowstone City- County Planning Board was called to order by John Smith, President, on June 12, 1975, at 7:30 p.m., with the following members present: John Smith, President (City Representative) Larry D. Herman Executive Secretary (City Representative) Don Ronan, Vice Presidnet (County Representative) Alan Richardson (Representative at Large) Henry Gomer (City Representative) Kenneth Christian (County Representative) Members of the Board absent were as follows: Leo Kamp (County Representative) Robert Dantic (City Representative) R. M. Williams (County Representative) Motion made by Kenneth Christian that the Board adopt as its official name "THE LAUREL- YELLOWSTONE CITY - COUNTY PLANNING BOARD ". Seconded by Henry Gomer. Upon vote of members present, motion carried. Motion made by Don Ronan to confirm the appointment of Alan Richardson as the Representative at Large for a two year term on the Board. Seconded by Kenneth Christian. Upon vote of members present motion carried. Motion made by Alan Richardson to confirm the election of the officers held at the May 8, 1975 meeting. Seconded by Kenneth Christian. Upon vote of members present motion carried. The Agreement between the City of Laurel and Yellowstone County creating the planning board was read and entered in the minutes. The Resolution of the Yellowstone County Commissioners to join into participation with the Laurel Planning Board was read and entered into the minutes. Appointments to the Laurel - Yellowstone City- County Planning Board by the City of Laurel were as follows: Larry D. Herman, official representative, term coetensive with elected office as City Alderman. Henry Gomer, official representative, 1 year term John H. Smith, Citizen representative, 2 year term Robert Dantic, Citizen representative, 2 year term All appointments terminate on June 30 of each year. Minutes of the previous meeting of the Board were read and corrected. Henry Gomer moved that the minutes be accepted. Seconded. Carried by members present. Larry D. Herman moved that James Palmershime be hired as the attorney for the Board. Seconded by Kenneth Christian. Motion carried by members present. Discussion followed concerning the proposed By -Laws of the Board. All members present were given copies of the proposed By -Laws for further action at the next meeting. n Discussion followed concerning the Master Plan for the Boards Jurisdictional area. John Smith suggested that the Board have a map of land values prepared and that a jurisdictional map be prepared. Kenneth Christian moved that all funds of the Board be deposited with the Yellowstone County Treasurer. Seconded by Don Ronan. Discussion followed. Carried by members present. Larry D. Herman, moved that notice be given of a Public Hearing on the application for approval of preliminary plat of the East Laurel Industrial Park be given for 7:30 p.m. on July 10, 1975, at the Laurel Council Chambers. Seconded by Kenneth Christian. Motion carried by members present. John Smith suggested that the Board look into the cost of sharing Staff members with the Billings - Yellowstone County Planning Board. There being no futher business the Board was adjuorned. We hereby appoint you to serve a period of two years and your term will expire June 30, 1977. Enclosed please find copy's of the executed Agreement between Laurel and Yellowstone County and the Resolution creating the Laurel - Yellowstone City - County Planning Board. Christensen, Member LK : p ak Enclosure A G R E E M E N T This Agreement made and entered into this 20 day of May 1975, by and between the city of Laurel, Montana, hereinafter called City 1 and Yellawstone County, Montana, hereinafter called County. 2 W I T N E S S E T H: 3 WHEREAS, there presently exists pursuant to Title 11, Chapter 38, a 4 City Planning Board of the city of Laurel, Montana, consisting of four (4) 5 members; and 6 WHEREAS, it is the desire of the County to be represented on said Board 7 and share in the membership duties thereof and to appropriate funds for ex- 8 penses necessary to cover the cost of such representation all in accordance 9 with section 11 -3815, Revised Codes of Montana, and Title 16, Chapter 19, 10 Revised Codes of Montana, and all other applicable Montana statutes. 11 IT IS HEREBY AGREED that the County become a member of said Planning 12 Board and be represented thereon and share in its membership duties. 13 IT IS FUR AGREED that said City Planning Board membership be in- 14 creased to nine ( 9) members and the four (4) new members be appointed 15 by the County as its representatives on said Board. The four (4) County 16 members shall reside outside the city limits and within the jurisdictional 17 area created herein.
