Meeting called to order at 7:33 p.m. with the following members
present:

Minutes of previous meeting read and approved. An executed copy of
Contract No. CPA- MT- 08- 00-- 0087(H) between the Montana Department of
Community Affairs and the Laurel- Yellowstone City - County Planning
Board received, also materials pertaining to equal employment oppor-
tunity. Recommendations from Cumin Assoc. read regarding tonight's
hearings, copy in each file.
File #PB 76 -10 GRAHAM request for annexation and zoning of Blocks
2 to 5 of Casa Linda Subdivision. Discussion of R4 zoning. Mr. Graham
says all he wants is R3. The application will need to be re- advertised.
Motion from Leo Kamp to waive the zone change fee if Mr. Graham will
pay the advertising costs, seconded by Larry D. Herman. Passed. Mr.
Graham requests Blocks 2 and 5 to be zoned R1 and requests Blocks 3
and 4 to be zoned R3.
File #PB 76 -9 GRAHAM request for annexation and zoning of Lots 7
to 12 of Block 8, Nutting Bros. Subdivision. Mr. Graham wants R3 and
the application will be re- advertised. Motion from William Siegel to
waive the zone change fee if Mr. Graham will pay the advertising costs,
seconded by Larry D. Herman. Passed.
Discussion of Mayor Yovetich's declaration of a moratorium on
annexations. Discussion of SIDs.

Notification to adjacent property owners by registered mail should be
done on annexations. Will need a list of the adjoining property owners.
File #PB 76 -11 GIBLIN /PELICAN minor plat. Discussion of applica-
tion -- should show contract for deed to Mr. Pelican, and Mr. Pelican
should sign the application also. Leo Kamp moved to deny this plat
due to deficiencies, seconded by Herman Michael. Passed.
Discussion of forced annexation. Discussion of Class 3, Class 2
and Class 1 cities.
Bill from Building & Safety Dept. read. Motion from Leo Kamp
to pay only $150 per month and consider raising the fee, on request
from the Building Dept., in July '77, seconded by Kenneth Christian.
Passea.
John MacMartin reported an October balance of $13,922.12 in the
Park Account #61b.
Discussion of "Responsibility, Pre - Application, and Plat Submittal
Deadlines for Laurel" form prepared by Cumin Assoc. Larry Herman moved
to accept this form as a guideline for subdividers, seconded by William
Siegel. Passed.
Meeting adjourned at 8:35 p.m.
