Meeting called to order at 7 :40 p.m. by John Hawley Smith, President,
with the following members present:

Minutes of previous meeting read and approved. Bills read and
approved for payment: Laurel Outlook, Advertising Yack, G & H, and
SMF total of $25; Building & Safety Dpt, Administrative services
rendered May, $150; Cumin Assoc. partial contract completed (state),
$1,200.00; Cumin Assoc. advisory services Jan., Feb., Mar. as per
contract (county), $2,500.
HEARING OF #PB 77 -6 SMF PARTNERSHIP PETITION FOR A ZONE CHANGE:
A zone change has ben reeqpested on Lots 9 - -17, Block 1, Whitfield
Subdivision, and the E or. S c. 9, T2S, R24E, MPM, Yellowstone
County except ha p rt of E SW NWNE� as follows: beginning at the
SE corner of ESWNW�NE thence running north 430', thence running
west 87', thence running south 430', thence running gasp 87' o the
point of beginning also excepting the north 50' of E' SW NW from
R -1 Interim Zoning to allow R -3 Zoning. The owner proposes multiple
dwellings. The property is located on the north of Maryland Lane
south of llth Street on the east and west side of Montana Avenue in
Block 10 known as " Hageman property."

Planning hoard
Pat Mullaney presented map and re- stated his reasons for wanting
this particular piece of property rezoned. He is now asking for R -3
zoning. The land is bordered by commercial on the west, commercial
uses on the east, R -1 to the north and the school at the south. John
MacMartin read his recommendation to approve this request pending
annexation of the property. Clarence Eastlick presented a petition
from the protestors stating: 1) environmental damage to the area,
2) reduced values of property, 3) overcrowding of schools, 4) increased
property taxes, 5) increased utility rates, 6) would like area to
remain as is. Pat Mullaney asked what were the objections of the
protestors. Answer: Multiple dwellings. Mullaney stated there are
already multiple dwellings in the neighborhood mixed with single family
dwellings. Graff school is not overcrowded at this time. Increased
property taxes not involved. Water, sewer and garbage has to be paid
by developer. Has nothing to do with gas and electrical rates. Un-
desirables are anywhere there are people. The police do not have to
patrol current multiple dwelling areas. Loretta Metzger stated she
fears that in two years she will have to fence her junk yard because
of the Board of Health. Discussion. Kayla Eastlick stated they are
not against development of the land but would prefer single family
dwellings or duplexes. Rose Dassinger says apartments do attract
children. Leo Kamp, Jr. moved to take this petition under advisement
and notify the petitioner of the board's decision, seconded by William
Siegel. Passed.
HEARING OF #PB 77 -5 G & H PARTNERSHIP PETITION FOR A ZONE CHANGE:
A zone change has been requested on Blocks 8 and 9, Nutting Bros.
Subdivision, from R -1 Interim Zoning to allow R -3 Zoning. The owner
proposes multiple family housing. The property is located east of
Laurel between 7th and 8th Streets and between Juniper Avenue and
Locust Avenue.
Bob Graham presented slides of proposed area -- undeveloped area
now and proposed homes. Traffic patterns will be N S E & W. Schools
will not be affected as the Graff School is not crowded at this time.
Proposal is to stabilize zoning between present R -3 zoning and commercial
uses. A protest was presented and placed in the file. One letter in
favor placed in the file. John MacMartin read his recommendation for
approval subject to annexation. Otto Preikszas moved to recommend
approval subject to annexation, seconded by Leo Kamp, Jr. Passed.
This will come before the council, after proper advertisement, on
June 7th.
HEARING OF #PB 77 -4 PACK MINOR PLAT AMENDING LOTS 16 - -20, BLOCK 2,
WEST LAUREL SUBDIVISION, TO BE KNOWN AS LOTS 21 AND 22:
Motion from William Siegel, seconded by Herman Michael, to approve.
Passed.
SMF Partnership: Motion to recommend approval subject to annexa-
tion by Otto Preikszas, seconded by Herman Michael. Passed. 5 for,l
against, with Leo Kamp voting "no." This will come before the council,
after proper advertisement, on June 7th.

Planning hoard
Agreement between Cumin Assoc. and Laurel- Yellowstone City - County
Planning Board executed in the amount of $6,500.00 (coal tax monies).
Motion to re -apply for "701" funds, 2/3 matching. What does the planning
board get for these funds? Parks and recreation study, land use plan,
transportation study, and a study of community facilities. Discussion.
Discussion of budget, this years and next years. Leo Kamp, Jr.
will request county funds.
