Bills read and approved for payment: Yellowstone Office Supply, $19.82; Building & Safety Dept., $150.00 June; Laurel Outlook, $18.15 envelopes, $30.00 advertising G & H Partnership, SMF Partnership, McLelland, Romee and Groshelle; Cumin Assoc $2,500.00 advisory services April, May, June as per contract, $2,175.00 from "701" funds (state) and a bill to the City for their share of "701" funds $1,785.00. -1- p. 2 Planning Board minutes June 9, 1977 HEARING OF #PB 77 -7 RDDY GROSHELLE PETITION FOR A ZONE CHANGE: A zone change has been requested on the N. 630' of the W. 388.09' of Lot 4 and the N. 630' of the E. 316' of Lot 5, Westbrooks Subdivision (10A A.), from R -1 Interim Zoning to allow C -2 Commercial Zone. The owner proposes to build mini- warehouses (cold storage). The property is located 3/4 mile west of the City of Laurel. John MacMartin read his recommendation for approval. Petitioner present, no protesters. Ken Christian moved to recommend approval, seconded by Merritt Williams. Discussion. Motion carried. This will come before the Council, after proper advertisement, on July 5th. HEARING OF #PB 77 -8 K. B. McLELLAND PETITION FOR A ZONE CHANGE: A zone change has been r @@quested on T2S, R244E, PM, Yellowstone County, Montana, Sec. 9, E (20 A.), from R -1 Interim Zone to allow R -3 Zone. The owner proposes multiple housing units (single, duplex, triplex, etc.) The property is located between 7th Street and Maryland Lane from Washington Avenue to Alder Avenue, Laurel, Montana. John MacMartin read his recommendation for approval. Petitioner present. 18 protests received from property owners. 2 in favor received. Reading of R -3 Zoning Ordinance. What would happen to the parks? Area has to be subdivided, 1 /9th of the area will be dedicated for parks. Would the streets be reopened? Map shows streets. What assurances do the property owners have that parks will be dedicated next to the present park? Discussion. Planning Board has the authority under the platting process. City Council has final say. Discussion of State sanitation requirements. What about property values? Right now values are appreciating at about 1% per month. Social aspects of multiple dwellings discussed (cars racing, over crowded parking, etc.) Discussion of present zoning ordinances. Discussion of valid protests, etc. Discussion of school impact, utilities impact. Merritt Williams moved to take this petition under advisement and notify the petitioner of the board's decision, seconded by Jim Seaton. Carried. HEARING OF #PB77-9 JACK ROMEE, MIKE ROMEE, & JUDY ROMEE PETITION FOR A ZONE CHANGE: A zone change has been requested on Lots 9 and 10, Block 13, Nutting Subdivision, from R -3 Zone to allow C -2 Commercial Zone. The owner pro- poses a wood /frame structure to be used as a body shop separated from the 1- family dwelling already on the property. The property is located on;506 Fir Avenue, Laurel, Montana. John MacMartin read his recommendation for approval. Petitioner present. Petition from 15 in favor received. 1 protest received. Discussion of present land uses. Merritt Williams moved to recommend approval, seconded. Carried. This will come before the Council, after proper advertisement, on July 5th. McLELLAND #PB 77 -8: Otto Preikszas moved to recommend approval, seconded by Merritt Williams. Vote 1; for 2 against, 1 abstained. Carried. This will come before the Council, after proper advertisement, on July 5th. Motion to change Zone Change Time Table to have 2 newspaper publishings before these hearings. Motion seconded and carried. p. 3 Planning Board minutes June 9, 1977 Discussion of "701" funds and coal tax funds. Perhaps use the coal tax funds for the Airport Board or perhaps a transportation study. John MacMartin presented more maps: Structural conditions percentage key, Water system key, Sewer system key, and Storm sewer system key.
