Main, Laurel with the following members present: John Hawley Smith, President (City Representative) William Siegel, Vice President (City Representative) Otto J. Preikszas, Exec. Fox, Rock Springs, Wyoming HEARING OF #PB 77 - 15: Thomas Astle, representing Langve Subdivision, presented the preliminary plat. Questions raised about water service relating to pressure. Ans. A booster pump with a storage tank later on, property not yet dedicated. Argument about where park is located on plat. No water rights above Highline Ditch. Question of park coming in piece meal because area comes in piece meal. Tom Bradley questioned extensively about value of pieces of park. Revised plat, as presented, was as recommended by Plat Review Committee so discussion was muted. Kenneth Christian moved to accept plat, William Siegel seconded, passed with Preikszas voting "no." CONTINUED HEARING OF #PB 77 - 14: John MacMartin presented each member of the Board with a copy of Title 17, Planning and Zoning Chapter of codes containing RMH regulations. Motion made by R. M. Williams that a mobile home park be a minimum of 90,000 sq. ft. including alleys and roadways, seconded by Leo Kamp, Jr. Motion passed by voice vote. -1- page - minutes LYCCPL BD October 13, 1977 Jim Worthington, HKM Assoc., Billings, discussed a zone change relating to Title 17. Displayed GEORGE FOX proposal east of town. Leo Kamp, Jr. asked if lots in subdivision are to be sold. Intent is to sell lots. Argument about existing size of land per building site. Tom Bradley objected to proposal on grounds of impact on Laurel Schools, sewer, water, etc. Leo Kamp, Jr. presented need of lower cost homes. Tom Bradley questioned value of this land for any purpose or use. Various viewpoints were presented. Jack Mayes moved, Leo Kamp, Jr. seconded, that 17.40.040 of Title 17 be deleted in entirety. Passed by acclamation. Tom Bradley called for a voice vote: Kamp, yes; Mayes, yes; Siegel, no; Williams, no; Christian, no; Bradley, no; Preikszas, yes; Ronan, no. Motion defeated and 17.40.040 remains intact. Leo Kamp, Jr. moved, William Siegel seconded, to change 17.40.040 from 7 to 9. Motion passed with 2 "no" votes. Discussion. Leo Kamp, Jr. moved to adopt as amended, William Siegel seconded, that all mobile home parks shall provide one additional parking space for every five sites as a main parking area to be used by visitors or in the storage of recreational vehicles. John MacMartin presented a text handout on zoning for study. Definitions of 17.08 that apply to mobile homes apply to this section. Motion to pay claim for $2,500.00 from Cumin Assoc. for July, August, Sept., 77, be paid and that City of Laurel send Yellowstone County a bill for half ($3,500.00) of 77 - fiscal year City- County Planning funds; also bill for $171.34 from Cumin Assoc. for photocopying handouts to Board. Carried. RE: MURRAY HGTS PARK. Mrs. Sue Carter requested $20,000.00 matching funds for two tennis courts. R. M. Williams moved that the Laurel - Yellowstone City- County Planning Board recommend to Laurel City Council and the Board of County Commissioners that $13,000.00 of Laurel City- County Park Fund be incumbered for application to Bureau of Outdoor Recreation for construction of two tennis courts in Murray Heights Park, seconded by Tom Bradley.
