Meeting called to order by John Hawley Smith, President,
at 7:36 p.m., with the following members present:

Minutes of previous meeting read and approved. Bills
presented: Laurel Outlook $6.00 advertising Subdivision
Regulations; Engineering /Building Department $300.00 adminis-
trative services for November and December.
Letter read appointing Mr. Ed LaPrath as County repre-
sentative on the Board until June 30, 1979, appointed by the
Board of County Commissioners.

HEARING OF PB #77 -19, H & R OXYGEN REQUEST FOR ZONE CHANGE
TO C -2:
A zone change has been requeste4 gn /S #477 in SE
Sec. 8, T2S, R24E and C/S #1330 in W E SE , Sec. 8, T2S,
R24E, Yellowstone County. The North 340' of C/S #1330 to
remain residential; the South 414' of C/S #1330 and all of
C/S #477 for sale and commercial use (C -2). The property
is located west of Laurel and North of old Highway #10.
H & R being represented by Dick Sayler, realtor /agent,
stated reasons for asking for zone change to sell the property.
H & R has land in Billings where they want to build a proces-
sing plant. The home, together with 2 acres would remain
residential. The median line would be 3rd Street so that
when 3rd Street extends west the commercial would be south
of 3rd Street. Explanation of C -2 zone. Discussion of septic
and well uses until city expands its present limits. Dis-
cussion of MELDA land use act. Assessment procedures do not
apply in Laurel. Explanation of same by John MacMartin.
MELDA must be adopted by cities before enacting. It is op-
tional, not mandatory. Further discussion. Mrs. Smith
presented petition in protest signed by 76 surrounding property
owners. Smith, Wheeler, Bare and Schwab stated their objec-
tions. John MacMartin read his recommendation that the pro-
posed zone change be denied as the site is contained within
the area for which the comprehensive plan is being prepared.
Discussion. Explanation of Grandfather Clause.
Kenneth Christian motion to accept John MacMartin's
recommendation for denial, seconded by R. M. Williams.
Motion carried with Otto Preikszas voting "no." This item
will be placed on the agenda for Council consideration
January 17th, 1978.
RE: YELLOWSTONE COUNTY OVERALL ECONOMIC DEVELOPMENT PROGRAM
Review and discussion. Motion from R. M. Williams to
let Council make their own decision whether to approve or
disapprove - no recommendation from the Board. Seconded
by Tom Bradley. Passed.

HEARING OF SUBDIVISION REGULATIONS PROPOSAL:
Laurel has been under the Model Subdivision Regulations
and Yellowstone County Subdivision Regulations. This proposal
is a combination of both specifically designed for Laurel.
Discussion. Motion from Tom Bradley to recommend to Council
and Board of County Commissioners to accept and acopt these
Subdivision Regulations as proposed. Seconded by R. M.
Williams. Passed.
For next meeting on January 12th, 1978, read through
proposed zoning regulations.
Meeting adjourned at 9:35 p.m.
