(City Rep.) William Siegel, V. Pres. (City Rep.) Otto J. Preikszas, Exec. Secty (City Rep.) Ed LaPrath (County Rep.) James Seaton (County Rep.) R. M. Williams (County Rep.) Tom Bradley (City Rep.) Kenneth Christian (County Rep.) Jack Mayes (City Rep.) Gerald Shay (Member -at- Large) absent: Leo Kamp, Jr. (County Rep.) also present: John MacMartin, Cumin Assoc., Billings Bills approved as follows: Cumin Assoc.for partial completion of the Transportation Element of the comprehensive planning process $2,000.00 (County); Cumin Assoc. for planning advisory services for Jan., Feb., and Mar.,'78 as per contract $2,500.00 (City); Cumin Assoc. for services performed in compliance with HUD "701" planning contract No. CPA- MT- 08- 0088(k) during the period 7/1/77 to 3/31/78 (City) $383.40; Cumin Assoc. for services performed in compliance with HUD "701" planning contract No. CPA- MT- 08- 0088(k) during the period 7/1/77 to 3/31/78 (State- Federal) $690.00. Board directed John MacMartin to mark questionnaire about Mossmain Manufacturing and Industrial Park to be submitted to the Billings- Yellowstone City - County Planning Board A -95 Clearinghouse. John MacMartin showed a colored map of Laurel and environs to 42 miles. Colors show projected land use. Correction requested by Siegel to show lake (borrow pit) NW end of interstate interchange. Discussion of consolidating commercial strip to depth of one (1) block in east Laurel. Consensus of board was reluctantly in favor on basis that development was inevitable. Question of noise space and zoning around airport. Consensus was to change boundaries on map to "squiggly" lines pending future study and firming up zoning requirements. -1- page 2 - minutes Planning Board March 29, 1978 Discussion of park requirements. Preikszas suggested three of at least one city block size. Consensus was these were too small. At least two parks up to four city blocks in size seems to be needed, properly spaced, west of 8th Ave. Discussion of city services for brown area -- can be handled with some exceptions by present capacity of facilities. Consensus of board to designate residential as generally residential. Problem of Flood Plain Area will be deferred until map is available in about one year. Consensus was to designate a 400' distance parallel to Yellowstone and Clarks Fork Rivers as park land, where city has jurisdiction. Cumin Assoc. is to provide us with Goals and Objectives about April 13, 1978. Motion by Christian, seconded by Siegel, to use base projections, table 17, page 38, of Socio- Economic Study.
