Otto J. Preikszas, Exec. Secty (City Rep.) R. M. Williams (County Rep.) Leo Kamp, Jr. (County Rep.) Kenneth Christian (County Rep.) Gerald Shay (Member -at- Large) Ed LaPrath (County) absent: Tom Bradley (City Rep.) James Seaton (County Rep.) Jack Mayes (City Rep.) William Siegel, V. Pres. (City Rep.) also present: John MacMartin, Cumin Assoc., Billings Donna Kilpatrick Linda Frickel Freddie Herman, Jr. Tom and Marlene Paxinas Todd Wirthlin, HKM Assoc., Billings Nina M. Severin Minutes of March meeting approved as mailed out. Bill from Eng. /Bldg. Dept. for Administrative Services, April, $150 approved for payment. Motion to order 15 new DCA booklets approved. RE: GEORGE FOX SUBDIVISION Todd Wirthlin, HKM Assoc., Billings, presented an update on annexation plans. He showed a plat of areas of annexation and plans for an SID were explained. Water and sewer plan includes a lift station at the Fox property. The Board directed Mr. Wirthlin to submit the plans and specifications to all City Department Heads for discussion before proceeding further. RE: LAUREL GOLF & RECREATION Mr. & Mrs. Paxinas questioned regarding developing an area around the Golf Course. They were told to hire an engineer. RE: FRICKEL- HERMAN They presented another Certificate of Survey which they plan to file soon involving a piece of land north of the new Mountain Bell building. They are proposing to build a car -wash facility and anticipate annexing to the city as a C -2 zone. They will make a formal request at the next City Council meeting on April 18th. -1- minutes - LY CC P1 Bd April 13, 1978 page 2 RE: GOALS & OBJECTIVES John MacMartin showed the transportation maps (Mr. Leigh could not make it for this meeting.) Original Concept, As Is, and Preliminary Plan presented. Also map on proposed Comprehensive Land Use Plan showing residential (yellow), agricultural (dark green), industrial (gray), parks and open space areas (light green), commercial (red), an airport zone, and schools. There was some discussion regarding HKM being hired to do the airport study. The Board will need input from HKM on this subject. Discussion of Comprehensive Planning Area between Billings and Laurel at some time in the future, suggestion from Leo Kamp, Jr. Discussion of draft of Goals and Objectives: Natural Environment, Economy, Community Character and Development, Government Support Services, Residential Development, Parks and Recreation (handouts presented to those present.) Discussion of standards for parks and recreational activities. Flood Plain planning in progress by Morrison - Maierle, Inc. Special meeting set for Wednesday, April 26th, at 7:00 p.m. John MacMartin announced that the Board of County Commissioners executed the Subdivision Regulations on Tuesday, April llth.
