R. M. Williams, V. Pres. (County Rep.) Otto J. Preikszas, Exec. Secty (City Rep.) Ken Christian (County Rep.) Tom Bradley (City Rep.) Ed LaPrath (County Rep.) Gerald Shay, Member at Large Bus Roberts (City Rep.) James Straw (County Rep.) new member members absent: Jack Mayes (City Rep.) James Seaton (County Rep.) also present: John MacMartin, Cumin Assoc., Billings Minutes approved as sent out. Bills approved for payment as follows: Cumin Assoc., $70.00 duplicating costs; Cumin Assoc., $2,750.00 advisory services for Oct., Nov., Dec., 1978; City Engineering, $400.00 administrative services Dec. and Jan. ZUCK - PETERSON & CO: Letter from Zuck- Peterson & Co. regarding proposed West Laurel Subdivision (commonly known as the Kukes land) requesting that the requirements for an Environmental Impact Assessment be waived. After much discussion Ken Christian moved that only portions of the EIA be waived and that a partial impact statement be required as the City of Laurel is in the process of updating their long range comprehensive storm, water and sewer plans. Motion seconded by Tom Bradley. Passed. Portions of EIA required are: surface water, ground water, geology and soils, public health, parks and recreation. DCA CONTRACT: The Board is in receipt of an executed copy of DCA contract #CPA- MT- 08- 00- 0097(L) for the current fiscal year, to be partially financed under Section 701 of the Housing Act of 1954, as amended. -1- minutes Planning Board January 11, 1979 PB FILE #78 -16 A & H SUBDIVISION: John MacMartin presented the minor county plat for Americana Homes. They propose to build single family dwellings on 5 lots. Department Heads reviewed the plat and had no desire to impose many city standards. Lot 4 and 5 have long "flag lots" which perhaps should have the culdesac lengthened; however, County Surveyor Lund would like it left as planned. The road comes at a sharp angle which County Surveyor Lund says he has no problems with. Discussion. All lots are one acre or more. Lot 5 is questionable for development. Motion from Tom Bradley to approve, second from Otto Preikszas. Passed. PARKING: Parking discussion scheduled for joint meeting with the Chamber of Commerce January 31, 1979, at 7:00 p.m. in the Council Chambers. ZONING: Proposed zoning amendments handed out and added to each board member's "red" book. Call for public hearing at next meeting on February 8, 1979, at 7:00 p.m., to go over proposed zoning ordinance. John MacMartin announced there will be an all day seminar at Eastern Montana College on February 8th regarding a new zoning concept via permits which he urges members of this board to attend if at all possible.
