Meeting called to order at 7:15 p.m., by John Hawley

Special meeting held for the purpose of discussing
parking for the downtown business district. MacMartin
described the Central Business District as 8th Avenue on
the west, Pennsylvania Avenue on the east, 3rd Street on
the north, and the Railroad Tracks on the south. John
explained we are about 1000 parking spaces short. Right
now the CBD area has 549 parking spaces on the streets.
Part of the problem is space being used by apartment
dwellers in the area. Mr. Cory suggested present problem
is one of enforcement.
Discussion of perpendicular vs angle parking vs parallel
parking. Mr. Shay says we have too many pickups which ob-
struct view of drivers backing from curb. Hageman pointed
out that downtown businesses still pay a license fee for
law enforcement in downtown area. MacMartin will look at
diagonal parking on various streets and avenues in subject
area including state jurisdiction on Main Street.

Long range planning discussion involved distribution of
costs for providing parking. One question revolved around
problem of a builder who owns only 2 lots.
The audience kept coming back to law enforcement of
parking. This part of meeting closed at 8:40 p.m.
MacMartin displayed and explained color code on proposed
zoning of Laurel and jurisdictional area of 1 mile.
Another special meeting will be held on parking on
February 28, 1979, at 7:00 p.m.
Meeting adjourned at 8:47 p.m.
