March 8, 1979
Meeting called to order by John Hawley Smith, President, at
7:07 p.m., with the following members present:

PARKING:
John MacMartin stated there can be no diagonal parking on 1st
Avenue or on Main Street as these are Highway Department supported.
The Federal Highway Administration would have the authority to allow.
Diagonal parking on 4th Avenue to Pennsylvania Avenue would have to
restrict parking to one side of the street and would gain only approx.
5 spaces. MacMartin recommends leaving alone. Perhaps hire a parking
person. Martin suggests 2 -hour parking in city parking lot and sug-
gests stronger enforcement of the 2 -hour policy. MacMartin asked
what if the spots were rented by the month? Martin suggested that
would bring us back to the same problem. There has to be some place
for employees to park. Everybody does not have to park in front
of their own office. Employers are possibly to blame. Monthly
rentals would be bad. Apartment dwellers should make arrangements
to park elsewhere. New ordinance will increase the CBD density.
Residential uses could occur in the CBD (apartments above shops,
etc.). On -site off - street parking would be a problem. Discussion.
A privately owned parking lot may be the answer or perhaps a
parking district. More discussion. Parking along alleys is cut
up with lot lines and loading docks. Approach the council on
enforcing the 2 -hour parking. What would a typical SID cost?
Parking garages with rental space on the main floor do not pay
for themselves without support of downtown merchants.

Minutes approved as sent out. Bills approved for payment:
Administrative Services $200.00; Cumin Assoc., photo copies costs
of zoning ordinance $136.00.
Claim prepared to Yellowstone County requesting $7,000.00
land planning funds for payment of bills in printing maps, ordinances,
etc. Also claim to Yellowstone County requesting first half of
taxes collected from county $2,834.38.
NUNN MINOR PLAT:
Mr. Nunn wants to consolidate 3 lots into 2. He will be
exempt from the planning board review according to state law.
CHIEF JOSEPH ESTATES SUBDIVISION:
MacMartin presented a plat, at the request of the Billings
Planning Board, for review and comments. This covers 92 sections
of land, 5,775 acres, 825 lots, located near Molt. It is outside
Laurel's jurisdictional area, but only 8 miles from Laurel, so
some impact is expected.
WESTGARTEN TRAILER PARK ANNEXATION PROPOSAL:
Will be discussed at the next planning board meeting after
department heads have had a chance to meet.
RONALD GIFFORD, HOME OCCUPATION:
Ronald Gifford, 508 5th Avenue, would like to have a part -time
refrigeration repair business operated out of his home. No signs
would be erected. No other employees. He would only take phone
calls at his home. Needs permission in order to secure a city
license. Discussion. City Attorney suggested getting a post
office box and doing business from that box. Motion from Otto
Preikszas to allow. Motion withdrawn. Motion from Tom Bradley
to go on record that the gentleman will not need a variance as
he will not be doing business out of his house but will be using
a post office box. Second from Merritt Williams. Carried.
Discussion of maps and books being prepared by Cumin Assoc.
Cam Calvert suggests maps be a larger size than 9x12 or so.
