Ed LaPrath moved to allow the post- ponement to November 8, 1979, second from Bus Roberts. Discussion. Motion carried. John MacMartin explained the Department Heads recom- mendation to deny, and the Plat Review Committee recom- mendation to conditionally approve subject to annexation and correcting the technical problems (in effect a denial also), as the reasons why the developer requested the 60 -day exten- sion. A petition was presented as a formal objection by the residents and property owners in Montana Meadows totally objecting to the open lagoon proposed to be constructed for Laurel East Trailer Court. A lengthy discussion fol- lowed with the opponents questioning a so called secret vote when the planning board recommended approval of the zone change two years ago. File #77 -7 was resurrected and the November 10, 1977, minutes re -read which indicate the entire hearing was public. Citizens requested information on how to initiate a zone change. They were instructed to be put on the agenda and ask the council to consider implementing a zone change. CHERRY HILL SUBDIVISION, SECOND FILING PB file #78 -6: Final plat presented. by Harlan Lund for signatures. Park dedication discussed. Motion from Bus Roberts to accept the final plat subject to park dedication of $5,500 per acre, seconded by R. M. Williams. Subdivision Improve- ment Agreement and waiver to be signed. Motion carried. A & H SUBDIVISION PB file #78 -16: Final plat proposal presented for approval. Cash dedi- cation for park subject to approval. Final plat will be brought in later. COLLINGWOOD SUBDIVISION PB file #78 -10: Final plat presented by Harlan Lund for signatures. Discussion. Park dedication of $14,000.00 paid. Planning Data Book and Comprehensive Plan presented to board members. Copies will be placed in the Laurel Public Library and the school library. -2- Minute_ of Planning Board September 13, 1979 Discussion of various grants the city has applied for.
