Pat Moran, Soft Ball Assoc. representative 922 7th Ave. The purpose of this meeting was to discuss preliminary planning of various parks in and around Laurel. Background information was presented by John MacMartin and Doug Hart. They presented preliminary plans for West Park, alternate West Park (in the event a new subdivision is filed), Murray Heights Park, and South PoniPark. -1- minutes 01 the Planning Board May 28, 1980 Comments from public regarding Murray Heights Park: Objections to all that asphalt! Objection to off - street parking. They want to keep their view of the hills if at all possible. They do not want a lot of traffic. How high will the trees grow? Who will maintain the parks? They want a neighborhood park only. They wish to have the tennis courts centrally located, as already started at Thomson Park, downtown. Cut parking down to 10 or 12 spaces inside of the park. They want a "green" park. Copies of the proposed plan will be made available. More discussion of this park will be held at the July meeting of the Planning Board. HYPARK comments as follows after presentation of a rough sketch of a possible plan for same: Drainage is the first and foremost priority. This complex is in an acreage type subdivision. Objections to more ball parks. Objections to noise, drinking, and trash left behind. Present parking is bad. Objections to this complex being taken over by a special interest group. A petition signed by 27 affected property owners was presented which reads: "We, the undersigned, property owners, Highpoint Subdivision, strongly oppose the installation of softball fields in High- point Park. It is our feeling that Highpoint Park should be developed as a nature park for the benefit of all peoples. Preservation of the present wildlife should be maintained. We also contest the developing of coal waste on the south- east corner of Highpoint Park." No law enforcement being provided. Depreciation of property values is a worry. No written agreement with the Softball Assoc. at the present time is recorded at the Courthouse in Billings. Nothing is on file except about the portable toilets. The County Commissioners gave unlimited use via written letter to Sue Carter. A baseball complex is a "park use." Objections to the portable toilets not being used by baseball complex users. More discussion of this park will be held at the June meeting of the Planning Board. Meeting adjourned at 9:30 p.m. Respectfully submitted, Otto .
