Minutes approved as sent out. Bills approved for payment:
Administrative Services $200.00; Cumin Assoc. $1200.00 for park
planning services for Hypark (2nd half).
HYPARK: John MacMartin mentioned restudy of plan. Softball diamonds
left as installed, no exterior parking, some parking plus mainly
regular park. Paraphenalia back of outfield. Main parking 98 cars
north of fields plus auxilliary field striped for basketball. Jogging
trail (532 yds) in upper part of park plus restrooms in nebulous
future. About 30 parking places in this section. Picnic area,
jungle jim plus area for football, soccer, etc. Lombardy poplars
to border west edge of park. Existing vegetation subject to partial
removal. John MacMartin presented and discussed A Preliminary
Reconnaissance Report on the Hypark Area Drainage Needs prepared
by Harry A. Schmitt, P.E. of Sanderson /Stewart /Gaston Engineering,
Inc., copy attached hereto. Report includes cleaning Nutting
Drain (map attached) prior to doing any of work in this report.
There are some present problems in limbo.
Motion from Mary McCormick to accept this report, second from
Ed LaPrath. Carried.
FHA 601 funds: Coal production and basic coal employment in Laurel
attacked as a nebulous estimate of future Burlington Northern activity
discussion.
MURRAY PARK: Sue Carter read letter from city requesting $8000.00
for curb and gutter at north and east sides of Murray Park. Some
discussion by Curt McKenzie. John MacMartin suggests future
transactions of park dedication be accepted only if the park's share
of SID for curb and gutter be excluded from SID charges. Considerable
discussion about philosophy of using park funds for such purposes.
John MacMartin implies in this case it would be a prudent use of
money.

Letter read from Curtis McKenzie, City Engineer, regarding
flooding of the City of Laurel area due to overflow of existing
irrigation and drain ditches, etc. John MacMartin is to write
letter supporting request made.

Water resources and facilities in the immediate vicinity of ark i

DRAINAGE PROBLEMS r "
As has been previously noted, th are problems of ercolatin n
facing in the Hypark, the Ball Park and on nearby p , +� hich is a t d

The source of most of the deep percolating groundwater is irrigation: water froaf,the
Big Ditch and its distributaries. Nutting Drain, which forms the northern bausdaty
Hypark and the Ball Park, also carries irrigation of Ditch. The Nutting Drain is badly in need of a thorough cleaning 9 and gt flows ntng. There
are a number of culverts under access roads across Nutting Drain that should '4o lowered
and some should be replaced by larger diameter piping. . r t "' '

The City of Laurel requests funds for new park development.
Curbs and gutters in the amount of $8000.00
This is to place curb and gutters around the North and East
sides of Murray Park in order that future park development
will be delineated both horizontally and vertically.

Gentlemen:
The City of Laurel is pursuing Federal Funds to relieve flooding
of the Laurel area due to overflow of existing irrigation and
drain ditches caused by construction from, federal funding sources
such as Federal Road Funds to the Montana Hiway Department, WPA
Funds used for irrigation relocation projects, etc.
We are requesting that you send to the Mayor of Laurel a letter
stating that we have a flood condition in Laurel and vicinity and
if it affects you, please state how. As long as all of these
damages have been occuring since the Feds got into the, act of
local construction, we believe that the Feds should help straighten
it out.
