Meeting called to order by John Hawley Smith, President,
with the following members present:

James Straw (County Rep.)
Tom Bradley (City Rep.)
Also present:
John MacMartin, Cumin Assoc., Billings
T. Curtis McKenzie, City Engineer
Minutes approved as sent out. Bills approved for payment:
Administrative Services $200.00; Laurel Outlook $33.25; Cumin
Assoc. $3,000.00 Advisory Services July, August, September, 1980;
Cumin Assoc. $6,000.00 "601" Services to date.
John MacMartin talked about restructuring the Department of
Community Affairs as per Schwinden's campaign promises.
FmHA "601" COMPLIANCE PLANNING Addendum discussed by John Mac -
Martin. He walked through draft copy. Final copy to be presented
to Council for approval after departmental review for minor cor-
rections. Threat of a sudden demand for coal was emphasis.
R. M. Williams moved, Ken Christian seconded, to accept the
report. Approved.
