January 8, 1981
Meeting called to order by John Hawley Smith, President,
at 7:15 p.m., with the following members present:

Minutes approved as sent out.
SIGNS: Dennis Harriman had photographs of existing signs in
violation of proposed codes. He mentioned changes are costly.
Rooftop signs legal but must be four feet back due to fire
code. Jim Straw asked about philosophy of going slowly. John
MacMartin said a couple public hearings must be held so we
are looking at six months at least. Jim Straw commented that
at present no one appears interested in a county sign code.
John MacMartin asked for a feeling of the board about revising
current copy to make it applicable to Laurel. Gerald Shay
commented about lack of specific reference to Central Business
District. Mr. Harriman pointed out the board needs a consensus
on direction. Fees should be set to support inspection costs.
Mr. Harriman pointed out that a sign code serves as a guide
line for future signs. The Billings code is a good general
code, he said, and is a good base to start.
Ed LaPrath moved that John MacMartin adapt Billings'
ordinance to Laurel and send board members a copy for study,
seconded by R. M. Williams. Passed.
601 PLAN: The 601 Plan is a first step to a capitol improvements
plan. Each department should have a "wish list" covering the
next five years. This should serve to provide a list of priorities
for selection, cutting, or implementation depending on funds.
The document is subject to annual revision. Its main emphasis
is on large capitol expenditures and is not to concern itself
with current operations of the city.

PARKS: Hypark is in a final form with a formal presentation
to the City Council pending. John MacMartin pointed out that
the city is working on the Nutting Drain.
FOUR -WAY STOP: R. M. Williams moved that the board write the
City Council about the four -way stop at 1st Avenue and 6th
Street voicing an alternative to a four -way stop, seconded by
Ed LaPrath. Passed.
Meeting adjourned at 8:25 p.m.
