Meeting called to order by John Hawley: Smith, President,
at 7:04 p.m., with the following members present:

Minutes of previous meeting approved as sent out. Bills
approved for payment: Eng. /Bldg. Dept. Administrative Services
for June in the amount of $200.00; Cumin Assoc. Planning Advisory
services for April, May & June, 1981, as per contract: $3,000.00.
One Board member brought to attention possible violations
SW of Laurel, J. 0. Wold and Roger Anderson. The first involves
three duplexes and the second three trailer homes. John Mac
Martin investigated and was advised to write certified letters
to parties delineating facts. Concerning three duplexes, State
law requires some notice and review of outlying rental property.
Mr. Wold stated cash flow was needed from a part of farm not
farmable at present. The land is just inside Laurel's juris-
dictional area. Mr. Wold stated taxes went from less than $2
a year to $1800 a year with improvements. Area is not zoned by
City. Is under county perrogative to answer a question by Straw.
John MacMartin wants, even if after the fact, that the Board con -
sider the matter. Mr. Wold is in violation of the subdivision
regulations. No county zoning as yet beyond the one mile the
City has zoned. Mr. Wold has built three duplexes and has one
trailer for rent on his land. At this time he does not plan
to have any more. He should present his plans for approval.
Planning Board to recommend to County Commissioners that he is
complying with State law. Each duplex is on an acre of land.
Motion from Merritt Williams, second from Ken Christian to write
the letter to the County Commissioners about Wold's complying
with State statute S76 -3 -208 MCA. Carried.

Other letter to Roger Anderson was received. He has
three trailers on his tract of ground. He maintains that
he put in the septic tanks before the county had permits
in 1972. John MacMartin states that his pictures show two
years ago where hills were dug. He is in violation of the
State Board of Health regulations regarding mobile home parks
and local subdivision laws. The letter informed him of same.
Anderson has contacted Bill Gibbs. Two or more mobile homes
for rental is clearly in violation. Estimated cost to Anderson
to become legal is $15,000.
Topic switched to purchase of books Job of Planning
Commissioner and Citizen Guide to Planning at $10 ea. John
MacMartin was authorized to purchase two of each for use of
the Planning Board.
Budget is in the mill. Contract to be drawn up for pre-
sentation at next meeting.
Meeting adjourned at 7:48 p.m.

Yellowstone City-County Planning Board for another term of two years
effective June 30, 1981.
I regret to inform you that I will not be able to accept this reappointment.
I will not be available to attend all of the meetings, therefore I do not
feel that I would be doing justice to the Planning Board.
I have enjoyed serving the Board the past two years. Thank you for your

RE: J. 0. Wold
Laurel, Mt.
Gentlemen:
J. 0. Wold was present at the Laurel- Yellowstone City- County
Planning Board meeting held June 11, 1981, regarding their duplex
development on the SW4SW4SE4, Sec. 24, Twp 2S, R23E, to discuss
same. He indicated their intentions regarding Section 76 -3 -208
M.C.A. and Title 18 of the Laurel Municipal Code.
The Planning Board recommends approval of the verbal plans
presented by the Wolds which consists of three duplexes and a trailer
(see enclosed minutes). They state that any additional plans and /or
structures will be submitted to the Laurel- Yellowstone City - County
Planning Board for approval prior to construction.
The Laurel - Yellowstone City- County Planning Board recommends
that the County Commissioners also give similar approval as required
under the State statutes. Please call John MacMartin at 245 -6144
when this matter will be on the agenda as he would like to present
an explanation of this matter.
