R. M. Williams, Vice Pres. (County Rep.) Otto J. Preikszas, Exec. Sec. (City Rep.) James Seaton (County Rep.) Bus Roberts (City Rep.) Ed LaPrath (County Rep.) Kenneth Christian (County Rep.) Gerald Shay, Member at Large members absent: Thomas L. Bradley (City Rep.) Mary McCormick (City Rep.) Jim Straw (County Rep.) also present: John MacMartin, Cumin Assoc., Billings Leon Howe, Sanderson /Stewart /Gaston Eng. Elaine Demaray, Laurel Outlook Minutes of previous meeting approved as sent out. Reappointments of Tom Bradley, John Hawley _Smith, and Mary McCormick read. Mary McCormick declined the reappointment. Gerald Shay reappointed member at large by the board for a one year term until June 30, 1982. Addendum to contract between Cumin Associates and the Laurel- Yellowstone City - County Planning Board retaining same from 7 /1/81 to 6/30/82 for the sum of $12,0.00. Motion by Bus Roberts, second by Ken Christian, to accept the addendum to the contract. Carried. Election of officers: Motion from Gerald Shay, second by Ed LaPrath to keep same slate of officers. Discussion. Otto Preikszas nominated Gerald Shay as Vice Pres. Discussion. Motion carried to keep same slate of officers. Bill for Administrative Services in the amount of $200 approved for payment. PUBLIC HEARING - MOGAN SUBDIVISION AMENDED PLAT PB #81 -3: Depart- ment Heads recommend conditional approval: 1) addresses are needed 2) need access easements on the front of the lots near the streets 3) address utilities 4) Subdivision Improvement Agreement needs to include garbage cans being provided by the developer 5) when will sidewalks be constructed 6) phasing of subdivision 7,) what to do about the present buildings 8) extra water and sewer lines need to be addressed (install all at once instead of one at a time). Also, owner might draw up a set of restrictive agreements regarding starting lawns, sidewalks, type of mounting to be used for the trailers, etc. Discussion of installing sidewalks. This should be addressed in the Subdivision Improvement Agreement. Motion from Otto Preikszas to delete phasing condition. No second. Ed LaPrath presented an official written protest; letter read protesting -1- s r minutes of Planning Board July 9, 1981 because of the drainage problems. Discussion. Ed LaPrath wants to hook onto the city storm sewer which the city objects to. Only other solution is to bring Ed's property up to grade. It is sug- gested that the developers satisfy the adjacent property owners and the city regarding drainage. More discussion. Leon Howe led a discussion of phasing. Discussion of extra water and sewer installations which are required because of the amended plat -- install them all at the time the first lot needing them is sold. Motion from Ken Christian, second by R. M. Williams, to accept the Department Heads' recommendations for conditional approval except phasing and add about the drainage. Motion carried. BOX 10 PHONE: 628.8791 July 14, 1981 DEPARTMENT NOTICE OF PUBLIC HEARING At a meeting of the Laurel - Yellowstone City- County Planning Board held on July 9, 1981, after public notice and a public hear - ing having been held, the Board recommends to the Laurel City Council that the petition for an amended plat of Blocks 1 & 2, Mogan Subdivision, Laurel, Yellowstone County, Montana, be conditionally approved. OFFICIAL NOTICE IS HEREBY GIVEN that the Laurel City Council, or the City Clerk, shall receive protests or objec- tions, if any, in writing, or in person, up, to and including the next regular Council meeting after the expiration of 15 days from the first publication of this notice, said date being the 18th day of August, 1981.
