Meeting called to order by R. M. Williams, Vice President,
at 7:03 p.m., with the following members present:

Minutes of previous meeting approved as sent out. Bill for
Administrative Services in the amount of $200 for November, 1981,
approved for payment; estimated bill to the Laurel Outlook for
advertising Village Subdivision, First Filing approved for pay-
ment.
PB #81 -4 VILLAGE SUBDIVISION: An Application has been submitted
to subdivide the Ni Sec. 11, T2S, R24E, PMM, Village Subdivision,
First Filing, located at the NE /corner of Hwy #10 and Yard Office
Road east of Laurel, Montana. The Department Heads and the Plat
Review Committee met on October 28, 1981, to discuss the proposed
Village Subdivision. Both groups have recommended a conditional
approval of the subdivision as an addition to the City of Laurel
subject to the following conditions:
1) The configuration of lots at Maryland Lane and Yard Office
Road be analyzed and possibly be redesigned to make better
use of the land (L. 9, 10, 11 & 12, B. 4).
2) Maryland Lane must be opened all of the way to U. S. Highway
#10, plus L. 1 & 2, B. 5.
3) That land be taken for park dedication in its present location .
due to the possibility of turning Tract 2 of C/S 975 (9.75
acres) into a park.
4) A separate exhibit map be prepared for the flagpole annexation
showing the exact corridors within which the water and sewer
lines will be laid (including the lift station). (Milwaukee
Rd, Topeka.Ln, also L. 1, B. 6, possibly easement across
Yovetich land.)

5) That the City Attorney and the attorney for the project work
out the particulars to the annexation of an easement if
possible.
6) That water and sewer line sizes be shown on the plat as per
the direction of the Department Heads.
7) Utility easements as per the requests of the utility companies
need to be shown.
8) That the lift station include an alternate power source and
warning system.
9) That two -inch blow offs will be allowed at the end of the cul-
de -sacs with the hydrants to be at entrance.
10) That the water line be of a type acceptable to the City
(transite or PVC).
11) That the fire hydrants be either Mueller 107 or Mueller
Centurion and to be located as per the Fire Chief.
12) That all fittings be of copper sizing.
13) In the covenants, Item 2 should call for at least two off -
street parking spaces.
14) In the covenants, Item 10, add the following "must be within
an ... ".
15) In the covenants, Item 22, should appear as follows: "All
personal garbage containers shall... ".
16) In the covenants, Item 20, should address cats also.
17) In the covenants, Item 25, should specifically delineate the
type of landscaping.
18) In the covenants, Item 4, should read as follows, "Height
shall not exceed 14.0 feet to the top of roof (from curb
height)."
19) In the covenants, Item 24, should read as follows "... or
character of a personal nature shall be... ".
20) In the covenants, Item 21, should be deleted.
21) The letter to the Planning Board should have the following
wording added at the end of the last sentence "First and
Second Filing."
22) That the traffic control devices indicated on page 4 of the
Traffic Accessibility Study be included in the Subdivision
Improvements Agreement (stop signs and locations).
23) That the Subdivision Improvements Agreement and Waiver of
Protest be expanded to include streets, curb, gutter, sidewalks,
solid waste containers, traffic control devices, water, sewer
(including lift station), storm sewer, street signs, and
street lights.
23A) Solid waste containers to be provided by developer.
24) Waivers for a future street maintenance district.
Mr. Fox wants to have Phase one of a mobile home subdivision
approved. Waivers for a future street maintenance district -
Mr. Fox is concerned about double taxation and having to do some-
thing that other developers have not been required to do.

Motion from Ken Christian to conditionally approve the
First Filing as per recommendations #1 - -24, seconded. Discussion:
Byron Guenthner questioned why he was notified. What are the
changes? Ans: Proposed plat was available at City Hall. Noti-
fication of a larger area of concern was determined necessary by
the Planning Director. Letters were sent to Montana Meadows
residents and others who protested at a previous hearing as a
matter of courtesy.
Kenneth Hanify questioned the road connecting to the north to
Montana Meadows Subdivision expressing a concern with the additional
traffic which might be created. Ans: There may be a road connect-
ing with Alpine View Drive at a later date.
Gerald Shay asked what method of annexation will be used. Ans:
Annexation will be under same concept of "flagpole" as requested
in previous request (East Laurel Trailer Court). Discussion.
Jim Seaton asked if a regular home can be built on the land if an
owner prefers. Ans: No.
Discussion of deed identification of the flooding potential.
See Item #1 of the Restrictive Covenants. Drain has been cleared.
Curt McKenzie's comments read. R. M. Williams questioned regarding
State Highway drainage tube size.
Discussion of lift station. What if Montana Meadows wants
sewer service or water service ?_ Lift station would have to be
updated. Water service would have to be extended along Maryland
Lane or 12th Street before Montana Meadows could be served.
Would a booster station be needed? Ans: No.
Otto Preikszas asked whether the proposed system would handle
the unplatted areas at a future date. Mr. Fox says they should.
Discussion of Milwaukee Road and proposed connection at a
later date.
Call for the question. Motion carried. The City Council will
have a public hearing on December 15th.
FEDERAL AID URBAN SYSTEM: At a meeting on October 28th between
the City and County federal aid urban system was discussed. Maps
shown and explained by John MacMartin. Laurel has been designated
as an urban area making $100,000 to $106,000 available this next
fiscal year, the next year will be about $70,000. Must be a joint
project between City and County. The following priorities were
suggested for the proposed maps:
1) Overlay 8th Avenue from 7th to Main.
2) Overlay 1st Avenue from 1st Street to Big Ditch bridge.
3) Purchase of r /o /w and design for Maryland and 8th.
4) Purchase of r /o /w and design for Maryland between Alder and
Washington.
5) 12th Street investigation and engineering design.
6) r /o /w purchase, design and construction of the Airport Road.
Motion from Jim Seaton to approve this project, seconded.
Carried with Otto Preikszas voting "no."

At a meeting of the Laurel - Yellowstone City- County Plan-
ning Board held on November 12, 1981, after public notice and
a public hearing having been held, the Board recommends to the
