Williams, Vice President, with the following members present: R. M. Williams, Vice President (County Rep.) Otto J. Preikszas, Exec. Secty (City Rep.) Jim Seaton (County Rep.) Joe Bradley (City Rep.) Gerald Shay, Member -at- Large. Debbie Ketterling (City Rep.) Members absent: John Hawley Smith, President (City Rep.) Bus Roberts (City Rep.) Ed LaPrath (County Rep.) Jim Straw (County Rep.) Kenneth Christian (County Rep.) Also present: Ruth DeNaeyer, 1034 6th Ave., Laurel John MacMartin, Cumin Associates, Billings Minutes of previous meeting approved as sent out. Bills approved for payment: Cumin Associates in the amount of $3,000.00 for Planning Advisory Services in Jan., Feb., and March, 1982, as per contract; Cumin Associates in the amount of $40.02 reimburse- ment for two rolls of black line print paper; Engineering Department in the amount of $200.00 for Administrative Services in March, 1982. DeNAEYER HOME OCCUPATION: Written request for home occupation read. John MacMartin's discussion was negative - warehousing, trouble with neighbors, commercial facilities exist, display, traffic. Discussion revealed that Board recommends to Council desirability of approval or disapproval. Right now this business is an avocation. The main occupation of Mr. DeNaeyer is truck driver. Mrs. DeNayer stated that panels are mostly ordered and no display exists on site. Motion from Jim Seaton, second from Otto Preikszas, to recommend approval of this home occupation to the City Council. Discussion. John MacMartin stated this is more truly a commercial enterprise in competition with commercial areas. Gerald Shay pointed out we are in a gray area which may in the future create problems about future requests. Joe Bradley suggests that garage space in a commercial area could be leased and orders taken on a home phone. Mr. Bradley said we would be setting a precedent and this board should protect integrity of residential areas. Motion failed. Motion from Joe Bradley, second from Gerald Shay, to recommend that the request be disapproved. Motion carried, with Debbie Ketterling abstaining due to being a neighbor. -1- Planning Board minutes March 11, 1982 PO -C 6 68 for first half of count COUNTY REVENUE: 75 county's share 1 Y for support of the operation of the Laurel - Yellowstone City - County Planning Board in the amount of $3,500.00 was presented for proper signatures before the county can process same. PLANNING JURISDICTIONAL AREA: See attached letter. John Mac Martin discussed proposal to consolidate planning staff in Yellowstone County. Consensus of those present is that we wish this corner of the county to remain as it is with perhaps some squaring off of our jurisdictional area. AIRPORT: Discussion proceeded to Laurel Airport and zoning. John MacMartin briefly walked us through proposed series of zoning ordinances including noise levels on various human activities or habitations. No date has been set for a hearing as yet.
