Gerald Shay, Member at Large. Joseph M. Bradley (City Rep.) Marvin Carter (City Rep.) new member Bus Roberts (City Rep.) Jim Seaton (County Rep.) Hal Dantic (City Rep.) Members absent: Ed LaPrath (County Rep.) Jim Straw (County Rep.) Kenneth Christian (County Rep.) R. M. Williams, Vice Pres. (County Rep.) Also present: Cal Cumin, Cumin Associates, Billings Freddie Herman, Jr. Tom Frickel Anna Mohland Nick Welsch JoAnn Fox Betty M. Steinmetz Minutes of previous meeting approved as sent out. Bills approved for payment: Engineering Department for Administrative Services in July, in the amount of $200. HOME OCCUPATIONS: JoAnn Fox, 102 Yellowstone Avenue, Laurel, requests a home occupation as a singing telegram business - delivery service (Balloons, songs, etc.). Motion from Joe Bradley, second by Bus Roberts, to recommend approval. Carried. .. .. FILE #PB 84 -13 HERMAN ADDITION FIRST FILING: A zone change has been requested from RE2O,000 to RMF.for the SE* SE 4, Section 8, T2S, R24E, PMM, Yellowstone County, generally located at 100 -130 8th Avenue, Laurel, MT., and being platted as Herman Addition First Filing. Plat was reviewed at the Planning Board hearing held June 14, 1984. Petitioner present. Area is bordered by 1st St. West and 8th Avenue. Park development will be cash. Sidewalks will be put in by the developer. No protests. Cumin Associates recommends approval. Motion by Marvin Carter, second by Bus Roberts, to recommend approval of the zone change request. Carried. Motion from Joe Bradley, second by Hal Dantic, to recommend to Council park monies in the amount of $1210; recommend plat approval subject to drainage, engineering, gravel road. Carried. FILE #PB 84 -13A RIDER: A variance has been requested on Lots 1, 2, 3, and 4, Block 28, East Yellowstone Subdivision, RLMF zone, to allow a mobile home to be placed on these lots. The property is located at 101 So. 4th Street next to the railroad tracks, Laurel, MT. Motion from Gerald Shay, second by Bus Roberts, to postpone hearing until next meeting. Carried. Petitioner was not present. ROGER ANDERSON UPDATE: Court appearance scheduled for July 27th before Judge Holmstrom - Order to Show Cause. JURISDICTIONAL AREA: City- County task force met May 1 and recommended to county commissioners to form a county wide board. On May 10th the county commissioners met to act on the recommendation. John Smith attended that meeting. They passed a resolution to establish a county planning board. BOX 10 OFFICE OF THE MAYOR PHONE: 628 -8791 July 27, 1984 DEPARTMENT Yellowstone County Commissioners Yellowstone County Courthouse Billings, MT. 59101 Dear Commissioners: The City Council of the City of Laurel has unanimously authorized and directed me to place of record with you the City of Laurel's opposition to any change in Laurel's 4i mile planning jurisdictional area. I am in complete agreement with the Council that our local planning board has worked efficiently and competently in addres- sing growth and change in Laurel and within the jurisdictional area. The City certainly supports efforts to bring planning to those other areas of Yellowstone County that are not served by any board. In addition, a county -wide board may be useful in an advisory capacity to the Laurel board. However, the members of the Laurel City Council and I do oppose any weakening or discontinuation of our current planning board and its area of jurisdiction. We look forward to addressing with you the larger planning issues. The City of Laurel urges you to defeat any proposed planning setup that would curtail or reduce, in any way, our local board's present powers and jurisdiction.
