as secretary. Both of them have apparently resigned from the board when the
resigned from their jobs with the city. The remaining members are Don Ronan, phon
#8 -4071; John Smith, phone #8 -671; Merritt Williams, phone #8 -4516; Tom Mathis,
phone #8-68451 Gomer, phone #8 -4361; and Ken Christian. John can be
reached at his home phone #8 -4641 or 8 -8650 during the day. He told Mrs. Litt e
he would be glad to help with the planning board. The Billings City - County P1 nni
Board have a regular accrual to determine the amount of dollars to be paid in y
a subdivider on a subdivision before it is approved for park purposes. The pa k
has to be either 1 /9th or 1 /12th of the area either in land or in cash. The L urel
board has decided we would rather havethe cash than the land. The Billings bo rd
estimated that on land between here and Billings at $1,000 per acre and they b sed
the 1 /9th requirement for park purposes on this figure and they figure this is the
value of the vacant land before it has been subdivided and before it is ready or
subdivision. This is a more fair figure to use than the actual retail value f
the lots after the subdivision has been put in because we would have to deduct
from the retail value of the lots all the costs of subdividing but they are pr tty
hard to figure so it is better to base the valuation for park purposes on the v cant
land before subdividing. This means that our requirements for park purposes
would be about $111 per acre is we use an acre scale.
8 -5 -74 KC:ph In talking to the Billings City- County Planning Board they indicate than any monies
collected for park purposes had to be used to purchase other land only. This was
the law up to July 31st. The planning board had full authority to determine where
that money is spent and it couldn't be spent without approval of the planning
board and at that time it couldn't be spent for anything but buying more land.
After July 31st of this year the money could be spent for initial development of

parks which would include buying equipment, recreation equipment, such ck a sw ing of
sets and so on, but none of it could be spent for maintaining the p
it could be spent on streets. It probably would be possible to use some of the
money to put pathways across the park or something like bicycle paths and so on
but those are the only two purposes where this money could be used now - one is
to purchase additional park land, 2. initial development of the parks. Whether
this money is spent on parks inside the city or outside the city is to be deter-
mined by the city - county planning board.
8 -6 -74 KC:ph On August 5th I called a meeting of the planning board to review the subdivision
that Bob Mace wants to put in the northwest corner of town on 20 acres that he
purchased from Peterson. He had this plat all draw up and his surveyor was Luhd
from Billings, but he had it drawn up to be approved by the city not by the county
planning board. Anyway, we reviewed it and said that we would OK it and would re-
quire that he put up $2,220 into the park fund as a park requirement for this sub -
divison. He is going to return that papers to Lund and find out whether or not
this is supposed to be signed by the planning board or by the mayor and the counci
members. There were 4 members of the planning board at the session. They wera
Henry Gomer, Don Ronan, Tom Mathis, and Ken Christian. We assume this made a
quorum because of the 8 members on the planning board, 2 have supposedly resigned
leaving 6 active members. We also told Mace that we would sign the approval of ti
plat as members of the planning board.
