COUNCIL CONFERENCE ROOM MEMBERS PRESENT: Emelie Eaton Chuck Dickerson Doug Poehls OTHERS PRESENT: Cathy Gabrian Chairman Eaton called the regular meeting of the Budget/Finance Committee to order at 5:30 p.m. There was no public in attendance. The minutes of the September 16, 2014 meeting were presented and approved via motion by Doug, seconded by Chuck, and passed unanimously. Doug made a motion, seconded by Chuck, to approve the claims in the amount of $1,081,386.00 for council consent. Cathy said the claims are high due to $304,562.00 to Williams Brothers for sewer rehab and $461,649.00 to Dick Anderson for 5` Avenue and Cottonwood projects. Motion passed. There were no purchase requisitions presented to the committee. The Comp /OT report for PPE 9/14/14 and 9/28/14 were reviewed by the committee. The Payroll Register for PPE 9/14/14 totaling $168,517.28 and PPE 9/28/14 totaling $174,843.33 were reviewed by the committee. Motion was made by Chuck, seconded by Doug, to recommend council approval of the payroll register. Motion passed. Clerk/Treasurer Comments: Cathy had no comments. Mayor's Comments: The Mayor is at the League meeting. Other: Discussion of Jaycees Hall — The new furnace has been ordered. Heidi indicated, in an email, that she did not want the B/F Committee to become unnecessarily burdened by the leases right now. She would prefer to hold tight for a little bit while they figure out a more efficient way to get these done. There was discussion among the members and Chuck feels Riverside Park and the swimming pool are money pits for the city. He would like to see us put the park up for auction and be done with it. He said with the high water table and flooding, we could spend a lot of money fixing the buildings, just to have the same thing happen again. Emelie feels the groups have run over the city, in regard to the park. We need to determine if there is a value and we need to take it back and make the groups realize the city owns it. The Jaycees pay a lease of $100.00 annually and the others pay $1.00, but the groups keep the money they charge for rental of the buildings. It was suggested that we demolish the buildings, as they are not worth the money it would take to fix them. They have not been taken care of properly over the years. 1 Budget/Finance Committee October 7, 2014 On the same note, the Bountiful Baskets program asked to use the Chamber building. Emelie said the clubs, in essence, are "renting" and they expect the city (landlords) to fix it. Chuck said the pool costs the city from $45,000 - $55,000 a year to operate. We may ask the public for a mill levy and if they don't vote for it, tear it out and put in a splash park. We have to put a lot of money into it every year in order for it to open and there are still major problems. The tennis courts were discussed. It was stated that Kurt recommends not tearing out the asphalt as there is no sprinkling system for that area. The city will remove the fence around the courts. Emelie questioned whether kids running through there will fall and get hurt if the ground is uneven. Doug said there are so many cracks and the grass and weeds have taken over the courts. For next agenda: Committee would like the Sewer Lift Stations - East Main and the Sewer Septic Hauling Service — 2014 put on the agenda for discussion.
