December 4, 2001
A regalar meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Chuck Rodgers at 7:00 p.m. on December 4, 2001.
COUNCIL MEMBERS PRESENT: Lauren Van Roekel

Bill Staudinger Bud Johnson
COUNCIL MEMBERS ABSENT: Gary Temple
Mayor Rodgers asked the council to observe a moment of silence in behalf of the family of Miranda
Fenner.
Mayor Rodgers led the Pledge of Allegiance to the American flag.
MINUTES:
Motion by Alderman Staudinger to approve the minutes of' the regular meeting of November
20, 2001, as presented, seconded by Alderman Easton. Motion carried 7-0.
CORRESPONDENCE:
a. Montana/Wyoming Association of Railroad Passengers: November 2001.
b. Montana Department of Administration: memo of November 19, 2001 regarding
update information.
c. News line: Montana Department of Transportation Special Edition November 2001.
d. Montana Taxpayers Association Annual Membership Meeting information.
e. Laurel Chamber of Commerce - December 2001.
f. Yellowstone County Council on Aging: Letter of November 6, 2001, regarding
creation of a Technical Advisory Committee (TAC).
CONSENT ITEMS:
a. Claims for the month of November 2001 in the amount of $448,791.92.
A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's
Office.
b. Receiving the Committee Reports into the Record.
--Budget/Finance Committee minutes of November 5, 2001 were presented.
--City Council Committee of the Whole minutes of November 20, 2001 were presented.
--Insurance Committee minutes of November 28, 2001 were presented.
The mayor asked if there was any separation of consent items. There was none.
Motion by Alderman Johnson to approve the consent items as presented, seconded by
Alderman Mace. Motion carded 7-0.
SCHEDULED MATTERS:
a. Confirmation of Appointments.
Council Minutes of December 4, 2001
Laurel Volunteer Ambulance Attendants:
Mayor Rodgers appointed Tracey Bleck~ Brent Petersl James Brown and John Kuper as Laurel
Volunteer Ambulance attendants.
Motion by Alderman Johnson to approve the appointments of Tracey Bleck, Brent Peters,
James Brown and John Kuper as Laurel Volunteer Ambulance attendants, seconded by Alderman
Staudinger.
Mayor Rodgers mentioned that the Laurel Volunteer Ambulance was struggling with only seven
members three years ago. Today there are fourteen attendants and two reserves in training. Mayor
Rodgers thanked the ambulance leadership for the hard work.
A vote was taken on the motion to approve the appointments to the Laurel Volunteer Ambulance.
Motion carried 7-0.
Ordinance No, O01-5: An ordinance approving the Interlocal Agreement between
the City of Laurel, City of Billingsl and Yellowstone County creating a Multi-
Jurisdictional Service District named Yellowstone City-County Health Department.
First reading.
ORDINANCE NO. O01-5
AN ORDINANCE APPROVING TItE INTERLOCAL AGREEMENT BETWEEN
THE CITY OF LAUREL, CITY OF BILLINGS, AND YELLOWSTONE COUNTY
CREATING A MULTI-JURISDICTIONAL SERVICE DISTRICT NAMED
YELLOWSTONE CITY-COUNTY HEALTH DEPARTMENT.
Motion by Alderman Johnson to adopt Ordinance No. 001-5, seconded by Alderman
Staudinger. A roll call vote was taken on the motion to adopt Ordinance No. O01-5. Motion carried
7-0.
The public hearing and second reading of Ordinance No. O01-5 will be placed on the council agenda
of December 18, 2001.
Mayor Rodgers thanked the representatives from the Yellowstone City-County Health Department
that presented information regarding the agreement during the Committee of the Whole meeting.
Change council meeting on Tuesday, January 1, 2002, to Wednesday, January 2,
2002, due to New Year's Day.
Motion by Alderman Olson to change the council meeting on Tuesday, January 1, 2002, to
Wednesday, January 2, 2002; due to New Year's Day, seconded by Alderman Dart. Motion carried
7-0.
UNSCHEDULED MATTERS:
a. City-County Planning Board meeting.
The City-County Planning Board meeting is scheduled for Thursday, December 13th, at 6:00 p.m.
b. Council retreat.
Alderman Johnson stated that a council retreat with Ken Weaver and Judy Mathrie has been
tentatively scheduled for Saturday, January 19, 2002.
There being no further business to come before the council at this time, the meeting was adjourned at
7:10 p.m.
