September 18, 2001
A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council
Chambers and called to order by Mayor Chuck Rodgers at 7:00 p.m. on September 18, 2001.

Mayor Rodgers stated that the country experienced a tragedy in New York City last Tuesday. There
was almost another tragedy in Laurel this morning when a two-year-old gift got lost. It was amazing
to see how many neighbors quickly helped to successfully find the little girl before a tragedy
occurred in the ditches dose to her house.
Last Friday night at the Laurel football game, Mayor Rodgers made some comments regarding the
disaster in New York City. He read the statement to the council:
Fellow Americans:
Our nation has been dealt a great blow. Our flag has been torn, dragged through mud,
burned, stained with the blood of loved ones. We will repair it. We will clean it. We will
hold it high for the world to see. Tuesday, September 11, 2001, is a date we Americans will
never forget. We are a nation that stands for freedom. For over 200 years we have left our
doors open to this world to come in. Let us stand taller than we have ever stood before and
let the world know who we really are. Let us pray to God for His guidance and the prayers
for all the victims and loved ones that have been harmed by the vicious and evil act. I would
ask that in our moment of silence that you share with me in these thoughts: for the innocent
men and women and children who lost their lives; for the heroic and courageous firefighters,
police officers, military and other rescue personnel that dedicated and lost their lives
protecting our safety, our freedoms and our democracy; for the thousands of families and
friends who wait for news or to grieve their loss; for children everywhere that someday they
may live in a world that is free from terror. Tonight iwe in Laurel, Montana, join all
Americans in celebrating our democracy and rededicate ourselves to the support and defense
of our nation. God bless the USA.
Mayor Rodgers asked the council to observe a moment of silence in behalf of the family of Miranda
Fenner and the tragedy of the World Trade Center incident in New York City.
Mayor Rodgers led the Pledge of Allegiance to the American flag.
MINUTES:
Alderman Temple added a correction to the minutes of September 4, 2001. He added the names and
addresses of individuals who wrote a letter of protest regarding the expanded lighting districts. The
list included:

Motion by Alderman Staudinger to approve the minutes of the regular meeting of September
4, 2001, as presented with the additional list, seconded by Alderman Dart.
Alderman OlSon asked where the list would be placed in the minutes. Mayor Rodgers stated that
they would be placed at the start of the public hearing.
A vote was taken on the motion. Motion carded 8-0.

1) Resolution No. R01-65: A resolution authorizing the Mayor to stgn an
agreement with the Montana Department of Transportation for street cleaning
on the primary road system in Laurel.

2) Resolution No. R01-66: A resolution authorizing the Mayor to sign an
agreement with Book Publishing Company to review city ordinances.

Flood Hazard Mitigation Plan.

The mayor asked if there was any separation of consent items. There was none.
Motion by Alderman Johnson to approve the consent items as presented, seconded by
Alderman Staudinger. Motion carried 8-0.

SCHEDULED MATTERS:
a. Confirmation of Appointments.
Ambulance Attendant and Ambulance Reserve:
Mayor Rodgers appointed Duane Rehling as an Ambulance Attendant and James BroWn as an
Ambulance Reserve.
Motion by Alderman Olson to approve the appointments of Duane Rehling as an Ambulance
Attendant and James Brown as an Ambulance Reserve, seconded by Alderman Johnson. Motion
carried 8-0.
ResolUtion No. R01-61: Being a resolution leVYing and assessing all of the property
embraced within Special Improvement District Light No. 2 of the City of Laurel,
Montana, for the entire cost of maintenance and electrical current for the fiscal year
2001-2002. (Tabled September 4, 2001)

BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE
PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT LIGHT NO. 2
OF THE CITY OF LAUREL, MONTANA, FOR THE ENTIRE COST OF MAINTENANCE
AND ELECTRICAL CURRENT FOR THE FISCAL YEAR 2001-2002.
Mayor Rodgers stated that Matt Erekson had explained the proper procedure in the Committee of the
Whole meeting.
After a brief silence, Alderman Temple requested a point of order. He questioned whether the item
should be on the agenda until a councilman asked for it to come off the table. Mayor Rodgers stated
that that was being done now. There was further questioning.
Matt Erekson stated that the Mayor could decide when he wanted to call or move on to the next step.
There was further silence.
Mayor Rodgers stated that in order to get to the task force information, the motion to table needed to
be brought off the floor. The Mayor stated that the council needed to get to the original motion to
find out answers to the questions raised by those that attended the public hearing.
There was no motion to remove Resolution No. R01-61 from the table. Mayor Rodgers postponed
Resolution No. R01-61 and Resolution No. R01-62.

embraced with Special Improvement District Light No. 3 of the City of Laurel,
Montana, for the entire cost of maintenance and electrical current for the fiscal year
2001-2002. (Tabled September4, 2001)

embraced within Special Improvement District Light No. 2 of the City of Laurel,
Montana, for the entire cost of maintenance and electrical current for the fiscal year
2001-2002. (Existing Light District No. 3)
Motion by Alderman Johnson to approve Resolution No. R01-63, seconded by Alderman
Easton.

Alderman Temple stated point of order. He questioned how a motion that would supersede the
existing motion could be brought on the floor when the existing motion is tabled with no action.
Mayor Rodgers stated that items d. and e. are the existing lighting districts. In order to support them,
the resolutions need to be approved.
Alderman Easton repeated his second to the motion.
Alderman Van Roekel asked if this resolution funded the existing light districts. Mayor Rodgers
stated that was correct.
A vote was taken on the motion. Motion carried 8-0.
Resolution No. R01-64: Being a resolution levying and assessing all of the property
embraced within Special Improvement District Light No. 3 of the City of Laurel,
Montana, for the entire cost of maintenance and electrical current for the fiscal year
2001-2002. (Existing Light District No. 3)
Motion by Alderman Temple to approve Resolution No. R01-64, seconded by Alderman
Johnson. Motion carded 8-0.
UNSCHEDULED MATTERS:
a. Girl Scout request.
Chief Rick Musson stated that the Girl Scouts requested permission to shoot offa cannon every hour
during a jamboree at Riverside Park on September 30th.
Motion by Alderman Staudinger to grant permission for the Girl Scouts to shoot off a cannon
every hour during a jamboree at Riverside Park on September 30, 2001, seconded by Alderman Dart.
Motion carried 8-0.
b. Montana/Wyoming Association of Railroad Passengers.
Alderman Staudinger reminded the council of a meeting scheduled for 11:00 a.m. on Saturday,
September 22ua.
c. Light District Task Force.
Alderman Mace was prepared to present the findings of the task force on the light districts. The
information cannot be presented until the motion is taken off the table.
Mayor Rodgers thanked the individuals that worked on the task force.
Alderman Mace thanked the Laurel Outlook for publishing the information regarding the light
districts. He thanked the task force committee members and Mike Reichman of Montana Power for
their work.
There being no further business tO:come before the council at this time, the meeting was adjourned at
7:21 p.m.
